Responsibilities

OIRA's review of agency draft proposed and final regulations submitted to OIRA include the evaluation of the economic, scientific, privacy, and legal aspects of regulatory actions related to public health, healthcare, occupational safety, transportation safety, homeland security, labor, energy, environment, housing, immigration, and civil rights, tax, financial, education, and small business policy under Executive Order 12866 and related authorities. In addition, OIRA approves Government collections of information from the public under the Paperwork Reduction Act, and oversees the implementation of Government-wide policies in the areas of information policy, privacy, and statistical policy.

As a POLICY ANALYST, GS-0301-12/13, your typical work assignments may include the following:
  • Conducting analysis of regulations and/or regulatory policy to identify significant economic, scientific, privacy, and legal issues, with emphasis on regulatory costs and benefits, and alternative regulatory approaches.
  • Reviewing Information Collection Requests pursuant to the Paperwork Reduction Act to ensure that agency collections of information meet all of the requirements of the Act.
  • Reviewing Privacy Act documentation (e.g., system of records notices, matching notices, Privacy Act statements, Privacy Act implementation and exemption regulations) to ensure compliance with legal and policy requirements and to evaluate the probable or potential effect of proposals on the privacy rights of individuals.
  • Developing recommendations for higher-level decision makers.
  • Drafting and presenting succinct written products to describe and summarize analysis and recommendations.
  • Reviewing and interpreting pertinent subject-related directives, proposed legislation, and policy documents to identify expected impacts and conducting analysis and studies of their implications and alternatives.
  • Providing critical feedback and recommendations to OIRA and OMB leadership regarding policy positions on national-level regulatory, privacy, and information collection strategic directives and policy statements.
  • Being a key member of a team developing government-wide standards in regulatory and information policy, including subject-related directives, proposed legislation, and policy documents associated with the intersection between data, information, evidence, and decision making.
  • These duties require the use of economic, scientific, statistical, privacy and other quantitative or analytical methods.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

SELECTIVE PLACEMENT FACTOR: This position has a Selective Placement Factor that will be used to screen out ineligible candidates. The selective placement factor is: This position requires the incumbent to demonstrate experience in at least one of the following technical policy areas: regulatory policy; privacy policy/regulations; environmental, energy or natural resources regulations; transportation, immigration, national security or housing regulations; financial, banking, consumer protection or tax regulations; or food, health, and labor regulations. Please ensure your resume clearly demonstrates experience in at least one of the technical policy areas.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are:

You may qualify at the GS-12 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-11 grade level in the Federal service or private sector that demonstrates experience conducting analysis of regulations/or regulatory policy to identify economic, scientific and legal issues, with emphasis on regulatory costs and benefits, and alternative regulatory approaches OR experience analyzing agency privacy regulations, System of Records Notices, Computer Matching Agreements, regulatory and information policies for which privacy and information management are significant components, and legislative and policy proposals that implicate privacy.

Such experience must include: 1) initiating and performing objective qualitative and quantitative analysis of complex regulations and/or of economic issues to inform decision making; 2) development and presentation of recommendations to higher-level decision makers; 3) independently drafting and presenting succinct written products to describe and summarize complex analysis, policy options and implications, and recommendations; AND 4) developing strategies to improve the effectiveness of regulatory policies.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service or private sector that demonstrates experience in conducting analysis of regulations or of regulatory policy to identify economic, scientific and legal issues, with an emphasis on regulatory costs and benefits, and alternative regulatory approaches OR experience analyzing agency privacy regulations, System of Records Notices, Computer Matching Agreements, regulatory and information policies for which privacy and information management are significant components, and legislative and policy proposals that implicate privacy.

Such experience must include: 1) initiating and performing objective qualitative and quantitative analysis of complex regulations/or policies and/or of economic issues to inform decision making; 2) leading the development and presentation of recommendations to higher-level decision makers; 3) independently drafting and presenting both succinct and more in-depth written products to describe and summarize complex analysis, policy options and implications, and recommendations for audiences with differing levels of expertise; AND 4) independently developing and implementing strategies to improve the effectiveness of regulatory policies.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
