Summary

This is a Direct Hire Authority (DHA) solicitation to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serve as a Contracting Specialist responsible for high-priority programs utilizing an expert level of knowledge and skill in applying the full range of pre-award and post-award functions for all contract types to include all varieties of fixed price and cost type contracts.

Responsibilities

  • Provide acquisition planning expertise and develop sound strategies and documents for a successful solicitation.
  • Participate in source selections to include coordination of documents for teams, reviewing and guiding evaluation chairs, and supporting the KO in making sound assessments of customer documents.
  • Prepare negotiation objectives to actively participate in negotiation procedures.
  • Analyze changes in acquisition policy to assess the effects on assigned programs in order to prepare recommendations for streamlined implementation.
  • Structure assigned acquisition programs to provide required mission capability within available resources.
  • Review all supporting contractual documents for accuracy, completeness, and compliance with applicable laws and regulations. (PCF Compliance, CAR, PCF and PIEE (formerly WAWF).
  • Post-Award Contract Management: Perform post-award contract mgmt., in such a way to support ACC-APG mission. Timely initiate/evaluate actions to effect contractual changes, investigate/resolve delinquent deliveries/performance.
  • Review contracts and contractor performance, including award fee assessments to develop recommendations based on in-depth analysis of contractual issues.
  • Ensure performance has been accepted by the Government, the final invoices has been disbursed and/or a release of claim is endorsed by an authorized representative of the contractor ensuring closeouts are executed in timely manner.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Contract Specialist:

Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

OR

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes (1) experience with pre and post award functions such as: contract formation, solicitations, cost and price analysis, closeout of contracts; (2) negotiating with contractors to ensure all contracts are fair and reasonable and a wide range of contract methods and contract types; (3) assisting with preparing contracts for awards and make sure all applicable Federal and Department of Defense regulations and statutes are met. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11).

Education
