Summary

This position is located in the Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services (CMCS), Children & Adults Health Programs Group (CAHPG), Division of State Coverage Programs (DSCP).

As a Supervisory Health Insurance Specialist, GS-0107-15, you will responsible for leading staff providing oversight and establishing policy for Medicaid, the Children's Health Insurance Program (CHIP) and the Basic Health Program (BHP).

Responsibilities

  • Directs the development, establishment, and interpretation of policy and operations related to CHIP and BHP resulting from the implementation of laws, regulations, policies, operational procedures, and/or systems.
  • Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.
  • Responsible for dealing with officials from other work units and providing advice to managers at higher levels in the organization.
  • Directs project teams to ensure project management, quality management, performance, and risk management are integrated within the program and closely followed.
  • Reviews work performance of subordinates. Gives advice and counsels employees on both work and administrative matters.

Qualifications

ALL QUALIFICATION REQUIREMENTS MUST BE MET WITHIN 30 DAYS OF THE CLOSING DATE OF THIS ANNOUNCEMENT.

In order to qualify for the GS-15, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Overseeing the development and implementation of policies and operational processes related to the administration of the Medicaid, CHIP or BHP program at the state or federal level; AND 2) Collaborating with state or national stakeholders to assess and to address technical needs to ensure successful Medicaid, CHIP or BHP program operations; AND 3) Managing work activities for subordinate employees related resources to support advancements needed to accomplish the organization's mission in regard to Medicaid, CHIP and BHP; AND 4) Producing or editing technical Medicaid, CHIP or BHP program policy designs or reports, policy statements at the state or national level as well as other documents (i.e. briefing papers, recommendation reports, decision papers) for senior management decisions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
