Summary

This position is located in the National Credit Union Administration, Office of Examination and Insurance (E&I). This position serves as the Director, Division of Credit Markets.

Responsibilities

As a Director, Division of Credit Markets, you will:

-Lead, direct and provide administrative supervision of division staff, while serving as a focal point for policy issues involving financial analysis or use of credit-union data.
-Oversee operation of E&I's data gathering, financial analysis and reporting of data risk analytics.
-Supervise subordinate staff including approving leave, enforcing agency policies, standards and procedures, recommending awards and promotions, resolving employee grievances, developing employee position descriptions and performance standards, recording verbal warnings and recommending disciplinary actions where appropriate, and assisting in the preparation of Individual Development Plans.
-Conduct seminars and training sessions for internal and external audiences on issues involving credit union data.
-Influence agency policies through participation in national meetings and conferences.-Serve as the primary source of information and advice for the Directors within the office of Examination and Insurance regarding areas of responsibility, conferring with other central and regional office managers as needed.
-Develop management reporting plans for monitoring and controlling all division functions, and consolidate the appropriate activities and progress reports regarding them.
-Manage the division's procurement activities, including the development of procurement justifications and requests for proposal, evaluation of proposals, contract negotiations, contract award, and contract monitoring.

Qualifications

You must have one full year of specialized experience equivalent to the next lower grade level in federal service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

All applicants applying for the CU-15 level must have at least one full year of specialized experience equivalent to the CU/GS-14 level obtained in the private or public sector.

Specialized experience for the CU-15 level of this position is defined as experience in all of the following areas:
1. Managing or auditing a diverse portfolio with different types of consumer, real estate and/or commercial loan types;
2. Performing or evaluating analysis to identify emerging credit related risks including preparation and/or review of summary reports; and
3. Developing guidance and training to enhance credit risk mitigation.

In addition to meeting the required specialized experience, all applicants must meet one of the following Basic Requirements: Education or Experience.

Undergraduate and Graduate Education:
Applicants major study must be in -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.

Experience
Specialized Experience: Applicants must possess experience such as performing financial analysis and evaluation work requiring a comprehensive knowledge of (1) corporate finance and any specialized fields of finance required such as public finance, securities, international finance, money and securities markets, investments, and banking, and (2) the financial and management structure, operations, and practices of corporate and other organizations.

Additional information

Pay will be set within the advertised pay range to align with the selectee's skills and experience and the requirements of the position.

SALARY: Pay will be set using NCUA's Compensation policy. The salary range shown is NCUA's Local Pay Rate (LPR) which includes a locality rate of 45.87 % for the Alexandria, Virginia geographical area.

If you are a current NCUA non-supervisory employee and are selected for reassignment into a supervisory position, management will consider your current salary in relation to the duties and responsibilities of the new position. You may receive up to a 10% salary increase, not to exceed the National Pay Rate (NPR) of the pay grade.
