BPC drives principled and politically viable policy solutions through the power of rigorous analysis, painstaking negotiation, and aggressive advocacy.As a leading Washington, DC-based think tank that actively promotes bipartisanship, BPC works to address the key challenges facing the nation. Our policy solutions are the product of informed deliberations with former elected and appointed officials, business and labor leaders, and academics and advocates who possess views from across the political spectrum. We are currently focused on policy issues related to health, education, energy, the economy, housing, technology, education, immigration, infrastructure, and governance.BPC is currently seeking a Research Analyst to support activities across our Economic Policy Project (EPP), with a focus on higher education and workforce issues.Higher Education Policy: In January, we released the final report of our Task Force on Higher Education Financing and Student Outcomes, which put forth 45 recommendations to inform reauthorization of the Higher Education Act. We are now advocating for these recommendations as well as conducting analysis to inform the federal COVID-19 response, with a focus on ensuring consistent state investment in higher education during recessions and securing affordable student loan payments for when repayment resumes. Additionally, we are developing research that seeks to measure the costs and benefits of higher education in order to inform federal oversight. Unemployment Insurance and Workforce Development: EPP is developing policy proposals that reconsider the role and scope of unemployment compensation beyond the COVID-19 crisis and improve the timeliness of benefit delivery. The project is also developing reforms that rethink worker training programs in the wake of COVID-19 to ensure access to high-quality, short-term credentials within a workforce development system that promotes equity.EPP works to develop bipartisan policy recommendations that close longstanding economic disparities and improve economic opportunity among all Americans. The project also provides timely analysis of fiscal and economic developments and proposals. The ideal applicant for this position will have versatile knowledge and experience. They will also be a self-starter with the ability to get up-to-speed on a diverse set of issues to contribute as needed to the rest of EPPs policy portfolio, which includes: Fiscal Policy and the Debt Limit: EPP provides up-to-date analysis on the state of US fiscal policy, the ongoing risks and possible alternatives to the debt limit, and how the growing federal debt will restrict the federal governments options to respond to future economic and other challenges facing America. Retirement Security: In 2016, EPP released the final report of its Commission on Retirement Security and Personal Savings, and our team continues to advocate for these recommendations to inform federal legislation. Additionally, in 2018, EPP launched Funding Our Future, a campaign of partner organizations that are working to educate and motivate the public about the need for reforms to strengthen retirement security for all Americans. Tax Policy: EPP has convened a working group of experts from both parties and is drafting proposals to expand and modernize the Earned Income Tax Credit (EITC) and the Child Tax Credit (CTC), with the goal of improving economic support and opportunity for vulnerable workers. ROLES AND RESPONSIBILITIESThe position of Research Analyst at BPC is a versatile one, involving a variety of tasks, often at the same time. The analyst will be expected to learn about new and evolving policy issues, and will interact with policy experts and political leaders.Specific responsibilities may include: Conducting research on economic policy issues, including higher education financing and student outcomes, workforce development, the federal budget, retirement security, and tax policyStaffing task forces, working groups, and other initiatives that have the involvement of high-level current and former officialsAnalyzing data to develop policy proposals and budget estimatesDrafting written materials, including reports, policy briefs, blog posts, fact sheets, and op-edsAdvising congressional staff on a variety of economic issuesAssisting with other project activities such as planning events, communicating BPCs work through a variety of media, and grant writingQUALIFICATIONS Experience conducting policy research, including quantitative and qualitative approaches Ability to communicate clearly and effectively, particularly in writingKnowledge of and experience working in higher education or workforce development policyAbility to multi-task on numerous projects, large and small, in both reciprocal and independent situationsProven research and interpersonal skillsInterest or experience in one or more of EPPs other policy areas is preferredKnowledge of or experience working with the federal budget and/or the appropriations process is a plusA four-year undergraduate degree, preferably in public policy, statistics, business, economics, or a related major. At least two years of work experience (or a graduate degree and some work experience)
