Position OverviewThe Director of the Family Achievement Program (D-FAP) works under the direction of the Chief Programs Officer, and is responsible for the overall development, implementation and effective administration of programs and services that promote the economic health and physical well-being of all Temporary Assistance for Needy Families (TANF) families within our approved service delivery area. The ultimate goal of FAP is to provide families with life skills and support services leading to self-sufficiency and independence. The Director will oversee a team of case managers and support personnel.The D-FAP will forge excellent working partnerships with local community-based organizations and county agencies, knowledge of their policies and procedures as they interface with United Community and the ability to assess changing trends and client needs. This knowledge will be used to design and implement United Communitys service delivery system in compliance with accreditation and funding requirements, while promoting best practices and appropriate supervision to departmental employees. The D-FAP will work in alliance with the Chief Executive Officer (CEO) and Chief Programs Officer (CPO) to maintain a strong organization with confidentiality and discretion, a sense of fairness and willingness to maintain a healthy, enjoyable work environment which enhances United Communitys ability to succeed in the fulfillment of its mission.Job DutiesManages and directs the implementation of programs and services for the TANF families in strict compliance with state and federal regulations and guidelines while ensuring that services are efficiently and effectively delivered with cultural sensitivity.Plans, develops, implements and evaluates new programs and services, as well as evaluating existing programs and services, to promote the goals of TANF. These include assisting families in achieving self-sufficiency and independence of ending welfare dependency; promoting parental involvement in their childrens education, growth and development; and providing job skills leading to employment opportunities.Prepares and submits an annual fiscal budget and staffing plan to the Chief Programs Officer for approval by the Chief Executive Officer (CEO) and Board of Directors.Monitors expenses on a regular basis to ensure that they are authorized and within the approved budget.Seeks funding and grant opportunities to support existing as well as new programs through state, federal and private sources; implements grant programs, ensures compliance and submits all required reports in a timely manner.Hires, trains, supervises, monitors and evaluates the performance of subordinate staff and provides for their training and development, ensuring that they have the knowledge and skills essential for the efficient, effective and compassionate delivery of services.Evaluates program efficiency and effectiveness using available benchmark data as well as locally developed measurements and indices; recommends enhancements, and/or modifications to programs as deemed necessary.Seeks input and advice on programs and services from the community. Maintains open communication with all and keeps them informed of program accomplishments and successes.Coordinates efforts and services as the liaison with other public and private agencies and service providers to ensure efficient and effective delivery of services while striving to minimize the duplication of effort and responsibilities.Provide necessary training to supervised staff for the delivery of services and the implementation of best practices according to best practices.Assess relevant professional skills of departmental staff and identify staff training needs.Interview and hire new staff when vacancies occur, utilizing interview panel with final approval by the CEO and CPO.Hold regular case management meetings and include other staff workers with casework responsibilities.Supervise, evaluate and revise, as needed, a service delivery system in keeping with client needs, community trends and social work best practices, within available resources.Review on a monthly basis the case management files for compliance with funding sources, best practices and client progress. Supervise the development of individualized case plans, concentrating on client involvement, client choice, goal setting and coordinated service planning by all assigned staff.Act as an advocate, as needed. Represent United Community at appropriate hearings, councils, task forces and with funding sources and contractual agencies.Develop, implement and annually update procedures that will adhere to national accreditation agency requirements for acceptance and maintenance of agency accreditation.Provide or arrange for systematic clinical supervision for United Community client services.Perform other duties and responsibilities as assigned.AdministrativeProvide supervision of each staff member assigned to your unit on a regular basis. Schedule meetings and keep records of supervisory discussions.Assure the compilation of written reports as required by funding sources.Conduct staff appraisals according to schedules published by Human Resources.Prepare proper interim supervisory action forms to reflect problem areas personnel should work to improve or which may jeopardize continued employment.Prepare Personnel Action Forms as required to reflect change in status of supervised personnel and to document appraisals.Collect, monitor and verify time sheets, hours worked and leave used/requested. Submit to financial manager according to stated deadlines. Require timeliness and accuracy of supervised staff in preparing and submitting individual time sheets and leave slips.Conduct unit staff meetings on a regularly scheduled basis.Adhere to United Community Personnel Policies and Procedures, enforce same with supervised staff and help maintain the United Community "Statement of Philosophy".Attend monthly Leadership, quarterly staff meetings and others as needed.Maintain, supervise, and monitor unit budget. Assist with the development of the annual budget based on current needs and past expenditure.Keep supervisor informed of unit problems, successes and changes.Promote intra-agency referrals.Required Knowledge and SkillsGraduate of an accredited university with Masters degree in Social Welfare, is a Licensed Clinical Social Worker (LCSW) and has seven (7) or more years of relevant supervisory and managerial experience in a public or private social service program or agency. Has experience managing a budget of $500,000 or more.Strong knowledge of TANF, the Supplemental Nutrition Assistance Program (SNAP), the Earned Income Tax Credit (EITC) and Child Tax Credit (CTC), Medicaid, as well as a working knowledge of additional programs such as housing, Child Support Enforcement, or disability benefits.Has worked with a Self-Sufficiency Assessment Tool such as the Arizona Self Sufficiency Matrix.Commitment to understanding the structural implications of income, racial, and ethnic inequities on communities, families, and individuals and to promoting equity.Demonstrated capacity to set priorities; work on multiple complex and detail-oriented projects, often on a time-sensitive basis; and operate effectively both individually and as part of a team.Demonstrated skills in supervision, program development and budget preparationAbility to flexibly apply existing skills and knowledge to new content areas, tasks, or projectsand to do so with
