SUMMARY Responsible for the project controls of the construction portfolio according to projects, specifications, priorities and resources. Manages the areas of monthly port folio cost control, planning, subcontract cost control/change management, and prime contract project cost controls. Ensures the ERP systems and EACs are appropriately updated and meets the continuing needs of the business. Performs project audits. Work with OGMs to identify any monthly cost issues and resolve accordingly. ESSENTIAL DUTIES AND RESPONSIBILITIES Includes the following: Work with project teams and PMs to ensure accurate monthly EACs, ETCs and completion on schedule Familiarity with costs control systems and Job cost reporting Manage monthly construction portfolio EAC process Ensure subcontractors accurately paid and manage progress payments thereof to ensure accurate billing Perform complete project audits on cost, deliver and completion Review and approve schedule of values for projects to ensure cash flow is positive through-out the process Review and approve subcontract SOW and subcontracts to ensure sound scoping documents Assist PMs with Change Order management Ensure charges on projects comport with contract language and FAR guidelines Ensure adequate cost managed from subcontractors to ensure cash positive position on subcontracts Assist OGMs with any project billing issues, which may impact project EACs Liason with Finance, OGMs and PMs on a monthly basis Other duties may be assigned. SUPERVISORY/MANAGEMENT AUTHORITY Serves as first-level manager for production planning staff. Sets work procedures, priorities, levels of responsibility and objectives. Assigns and directs work. Corrects and disciplines. Formally review performance. Recommends promotions and discharges; interviews and selects employees; makes pay recommendation and decisions. EDUCATION and/or EXPERIENCE Bachelor's degree and 15 or more years of project management and cost control experience or equivalent combination of education and experience. Minimum of 5 years specific cost control experience required. KNOWLEDGE, SKILLS AND ABILITIES Ability to read and interpret documents such as safety rules, drawings and technical descriptions. Ability to use Microsoft Office software and web-based applications such as those used in manufacturing operations and production and inventory management. Requires strong interpersonal, analytical, problem-solving, organizational and time management skill with strong attention to detail. Requires the ability to work with cross-functional groups, coordinated work activities at all levels, excellent communication skills, and the ability to build internal/external relationships. Quickly understand technical problems and can formulate the best resources to resolve and implement technical solutions. Ability to fully understand job cost reporting and financial software programs. Working comfort with scheduling software including P6 and earned value analysis. WORK ENVIRONMENT Required to spend time in manufacturing environment. Ability to move throughout the facility and communicate to employees. May require monthly travel including overnight trips.
