Summary

This position is a Senior Attorney in the Office of Public and Governmental Affairs (PGA), Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Department of Justice (DOJ). The Senior Attorney is assigned to PGA's Information Privacy and Governance Division (IPGD) and primarily provides legal advice and support in administering the disclosure provisions of the Privacy Act (PA) and the Freedom of Information Act (FOIA).

Responsibilities

The attorney serves as legal advisor and coordinates all legal responses required with respect to information disclosure with the appropriate Associate Chief Counsels in the Office of Chief Counsel. The attorney will coordinate with the Office of Chief Counsel to ensure work is completed in terms of application of legal principles, soundness of approach, and consistency with agency policy. The attorney also assists the Chief of IPGD by advising ATF's Executive Staff and Senior Management officials on matters relating to the public disclosure of information.

The Government Information Attorney also helps formulate and implement ATF policy as it relates to the FOIA and PA, and grant or deny requests submitted pursuant to the two Acts; and helps ensure ATF's compliance with all administrative requirements set forth by the Acts. Engages in liaison activities between IPGD and other divisions in ATF to ensure that statutory time constraints imposed by the FOIA and PA are timely met. Leads, organize and reviews large document productions and collections of information in response to oversight demands and investigations by Congress. Maintains and shares expert knowledge in the field of disclosure operations, including the FOIA and PA and related laws, and Federal and State laws governing or impacting disclosure programs in order to provide direction for the formulation and implementation of ATF's FOIA and PA programs.

MOBILITY PLAN : New employees hired pursuant to this vacancy announcement must sign a mobility agreement. Qualifications

To qualify at the GS-15 level, applicants must have at least six years of specialized experience as a practicing attorney.

Specialized Experience is experience which is in or directly related to the line of work of this position and which has equipped the applicant with particular knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience required for this position is legal experience in excess of six years commensurate with the duties and responsibilities of the position.

Specialized experience for this position includes:
  • Demonstrated the ability to communicate orally in a concise, organized manner, and make effective oral presentations for agency executive staff, other government agencies, Congress, the media, regulated industry members, and other groups.
  • Demonstrated ability to provide legal advice on the disclosure provisions of the PA and the FOIA.
  • Demonstration of original thinking, mature judgment, and sound reasoning are continually required as new problems of law, policy and procedures are presented for solution.
  • Demonstrated mastery of communication principles, practices, techniques, analytical methods, and interpersonal relations to function as a technical authority in the field of disclosure operations.

    Education

    Applicants must possess a J.D. degree from an American Bar Association (ABA) accredited law school and hold an active bar membership.
