Responsibilities

The purpose of the position is to direct and perform all administrative functions that include administration, human resources management, budget and finance, management and program analysis, office support services, document control, logistics, and a variety of related administrative matters in support of an extremely large and complex.
  • Performs budget execution functions to ensure that expenditures are consistent with budget formulation plans as the fiscal year progresses.
  • Ensures that the overall supply needs, services for the office are met in a timely manner.
  • Implements administrative policies and procedures for facility-wide areas of responsibility.
  • Proposes limited improvements to administrative directives and policies.
  • Discusses pertinent issues with operating personnel to determine the impact on new or revised guidance on current operations.
  • Provides advice and guidance on the interpretation and application of administrative directives and instructions.
  • Analyzes management plans to determine the impact on administrative processes.
  • Conducts limited studies and evaluations to improve administrative processes.
  • Advises management officials, supervisors, and employees on the interpretation and application of a variety of human resources policies, practices, and procedures including staffing, classification, employee relations, benefits, and related areas.
  • Ensures that performance ratings are submitted in a timely manner in accordance with regulatory guidelines.
  • Provides administrative planning and oversight for a variety of special and continuing programs such as Combined Federal Campaigns, the Freedom of Information Act, and the Privacy Act.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/27/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-09 position you must have served 52 weeks at the GS-07.
For a GS-11 position you must have served 52 weeks at the GS-09.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: To support your claim that you have the required time-in-grade, you must submit your most recent promotion, within-grade increase, or appointment SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade.

You may qualify based on your experience and/or education as described below:

GS-09
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Coordinating and monitoring administrative services within an office; experience with office automation software to create documents that accomplish administrative duties such as ordering supplies, assisting with travel requests, digital file management, budget formulation, and scheduling; ensure funds are available to cover charges for all items related to expenses of the organization; and schedule and monitor meetings, to include agendas and minutes.
OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree (including LL.B. or J.D. if related) or I have completed two full years of progressively higher level graduate education leading to such a degree and which demonstrates the competencies necessary to do the work;

. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond .A combination of specialized experience as described in "A" and graduate education as described in "B" which totals at least one year. [To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.]
GS-11
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to Coordinating and monitoring administrative services within an office; experience with office automation software to create documents to accomplish administrative duties such ordering supplies, assisting with travel requests, digital file management, word processing and spreadsheets, budget formulation, and scheduling; prepare recurring or ad hoc reports; prepare documentation, transactions, and invoice processing to order or requisition items; ensure funds are available to cover charges for all items related to expenses of the organization; schedule and monitor meetings, to include agendas and minutes; and assist management and technical SMEs with collecting data and metrics that support the program.

    OR

    Education: Applicants may substitute education for the experience required to qualify at the GS-11 level: Applicants must possess a Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree or LL.M if related.

    OR

    Combination: Applicants may also combine education and experience to qualify at the GS-11 level.To calculate, first identify the percentage of required education you have earned. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant has 9 months of specialized experience equivalent to GS-9 and 2 1/2 years of creditable graduate level education in music. The applicant meets 75 percent of the required experience and 50 percent of the required education, i.e., the applicant has 1/2 year of graduate study beyond that required for GS-9. Therefore, the applicant exceeds the total requirement and is qualified for the position. (The applicant's first 2 years of graduate study are not qualifying for GS-11.) Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: This position is primarily sedentary with some walking, standing, bending, and carrying of lightweight items (e.g. folders, claims files, etc.)
