Responsibilities

This Senior Analyst position is located in the Office of the Division Director, National Center for Science and Engineering Statistics (NCSES), Directorate for Social, Behavioral and Economic Sciences (SBE). The Senior Analyst reports directly to the Division Director in NCSES. NCSES has as its prime objective the development of factual and analytical information on science and engineering resources. This includes data collections, surveys, and special studies on the education of scientists and engineers, the scientific and engineering workforce, and the financial and physical resources related to the U.S. research and development enterprise. NCSES accomplishes its work using both in-house staff and contractors for data collections, surveys, methodological development, data dissemination and analytical activities. NCSES is also responsible for developing networks with agencies, officials, and researchers working on similar issues in other countries or multi-national organizations in order to obtain and exchange current, detailed, and comparable information.

Duties:

Oversees the NCSES research portfolio-including contract research, the NCSES grants program, internal research, and coordination with other programs and organizations.

Serves as a resource to the Division Director and the Deputy Division Director on research, technical, and other matters. As well as conducts analyses and other special projects related to such matters.

Designs and prepares responses to requests for information requiring authoritative knowledge of subject matter, methodological, or statistical principles related to areas of responsibility in order to respond to questions from top management in NSF or other organizations that may have had little or no prior empirical or analytical work and coordinates with staff throughout NCSES to formulate responses.

Oversees several activities that increase the visibility, relevance, and usefulness of NCSES products within NSF, the academic community, the media, the science and engineering enterprise, federal, state, local government, and the general public.

Represents the division and NSF in areas of assigned responsibilities at professional meetings, conferences, and visits to industrial, academic, federal, or nonprofit organizations, and maintains relationships with relevant foreign and domestic organizations.

Qualifications

Candidates must have a Ph.D. in a social science, plus after award of the degree, six or more years of successful research, research administration, and/or managerial experience pertinent to the position; OR a Master's degree in a social science, plus after award of the degree, eight or more years of successful research, research administration, and/or managerial experience pertinent to the position.

The ideal candidate will have prior experience developing and overseeing Broad Agency Announcements. Knowledge of the NCSES mission and responsibilities, as well as experience working in the federal statistical system is highly desirable.

This position is outside the competitive civil service.
