Responsibilities

Serve as a Senior Procurement Analyst and provide Department-level program development, implementation, review and oversight of a wide range of activities across the acquisition lifecycle. Initiate, write, and coordinate VA internal review and concurrence of acquisition lifecycle procedures and guidance and follows through to issuance of final documents. Analyze proposed legislation, draft Congressional testimony, and recommend and defend the VA position. Interpret new policies, collaborate on developing new policy guidance and revising regulatory and/or procedural acquisition policy guidance related to the acquisition lifecycle. Facilitate and streamline the acquisition process, procedures, and systems and advise senior leadership of acquisition issues and policy proposals that have exceptional controversial legislative interest or affect the Department. Plan and evaluate acquisition lifecycle programs; provide guidance for the application of policies and procedures by Department staff and acquisition field offices. Manage Office Portfolio/Objectives - Continuously assesses areas of responsibility and develops methods to display and record results. Lead and manage various strategic acquisition lifecycle initiatives. Complete special projects, reviews and analyzes broad, complex, unique, and sensitive acquisition lifecycle issues involving the full spectrum of functions for which PPSO is responsible. Exercise considerable latitude to determine the scope of projects or reviews, resources required, and business processes to be followed for determining the appropriate problem resolution. Evaluate and interpret research findings related to acquisition management and develop experimental designs and analytical methods for agency studies; apply broad operations research methods; and, apply a wide range of qualitative and/or quantitative methods to identify, assess, analyze, and improve effectiveness and efficiency across the acquisition lifecycle. Write white papers, information papers, position papers, memoranda, and prepare oral presentations and briefings of finding for executive staff. Lead and participate in meetings and conferences within or outside the agency regarding matters related to ALF functions. Brief your office Director on all implications of actions proposed and make recommendations involving resolution of policy issues, customer communication issues, etc., to approve, disapprove, or modify specific correspondence.

Basic Requirements
A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
- AND -
B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

Specialized Experience Requirement
One year of specialized experience (equivalent to the GS-13 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes but is not limited to: Substantial and significant experience with the acquisition lifecycle. Considerable experience applying Federal Acquisition Regulations. Advanced experience with federal government acquisition activities - acquisition/contracting laws, policies, procedures, and operations, and of commercial business and industry practices. Used analytical skills to evaluate audit reports, regulations, and other relevant materials. Developed and implemented department-wide processes, procedures, guidance and instructions related to acquisitions. Broad experience measuring and evaluating both acquisition policy and operations. Adept with oral and written communication skills to present sensitive recommendations to higher authority.

Note: There is no educational substitution for the specialized experience required at this grade level.
