Summary

As a National Bank Examiner/Bank Examiner (BSA/AML Compliance Policy Specialist), you will plan and direct activities associated with identifying risks and developing/providing guidance on policy issues affecting the compliance process that relates to Bank Secrecy Act/Anti-Money Laundering (BSA/AML) programs and issues in the Compliance Risk Policy Division of Bank Supervision Policy.

Responsibilities

As a National Bank Examiner/Bank Examiner (BSA/AML Compliance Policy Specialist),you will:
  • Act as a Bank Examiner and BSA/AML compliance policy specialist on whom OCC field examiners, senior management, bankers, trade associations, and external partners rely for addressing BSA/AML compliance issues.
  • Review and understands supervisory activities and findings regarding BSA/AML compliance examinations. Identifies and analyzes related corporate
    applications with BSA/AML compliance-related comments. Considers related laws, regulations and policy considerations, and collaborates/coordinates with other Compliance Risk staff, other Bank Supervision Policy staff, legal staff,
    and technical experts, to ensure consistency in interpretations and issuances, and to address current risks facing banks, and the Federal and international banking systems. Develops new and revised policies and sections on background, policies and procedures for the Comptroller's Handbook and other BSA/AML examination handbooks.
  • Provide support and technical expertise by participating, as needed, in on-site and off-site supervisory activities and findings regarding BSA/AML
    examinations. Identifies policy issues related to BSA/AML compliance. Represents OCC as a BSA/AML compliance policy specialist at national and
    local banker meetings, and trade association conferences.
  • Collaborate and works closely with other Compliance Risk Policy staff to ensure effective and consistent compliance related regulatory interpretations and supervisory policies. Assists with developing and providing BSA/AML compliance education and training for all levels of OCC personnel, the Federal Financial Institutions Examination Council (FFIEC), trade associations, and bankers. Participates on interagency working groups and trade associations committees and educational boards as a BSA/AML compliance policy advisor.
  • Assist in providing comments on legislative proposals and proposed rulemakings, preparing Congressional testimony, and preparing briefings for
    testifying officials at the OCC as they relate to BSA/AML compliance programs governing bank supervision and the financial industry.
  • Initiate OCC issuances and advisories for BSA/AML issues. Assists in responding to requests from the Department of Treasury, Congress, GAO,
    other governing agencies, bankers, and trade associations requesting information on technical or complex compliance issues.

Qualifications

You must meet the following requirements within 30 calendar days after the closing date of this announcement:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-IV band level. Examples of specialized experience for this position include:
  • Experience developing new or revising existing Bank Secrecy Act/Anti-Money Laundering policies or procedures for a financial regulator or financial institution;

OR
  • Experience performing examinations, audits, or reviews of banks' Bank Secrecy Act/Anti-Money Laundering compliance programs.

The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
