Summary

This position is located within the Office of Defense Nuclear (NA-20), Office of Nonproliferation and Arms Control (NA-24), Office of Nuclear Export Controls (NA-242) in Washington, DC. Office of Nuclear Export Controls is responsible for facilitating legitimate civil nuclear cooperation by strengthening domestic and global capacity to detect and prevent illicit or unintended transfers of weapons of mass destruction-related materials, equipment, and technology to destinations of concern.

Responsibilities

As a General Engineer/Physical Scientist, you will:
  • Determine and/or execute actions for a wide range of assignments to include serving as the technical expert on missile and weapons of mass destruction (WMD) delivery systems for ONEC's Export Control Review and Compliance/Interdiction (ECRC/I) Program.
  • Formulate, execute, advise on, and explain recommendations or solutions to modify NNSA standard practices, equipment, devices, processes, and techniques and resolve a wide variety of complex problems.
  • Implement NNSA's statutory and policy responsibilities in the areas of: export license reviews for missile and dual-use goods; weapons of mass destruction (WMD)-related interdiction; support for U.S. sanctions activities under respective statutory authorities and executive orders; support to U.S. participation in the multilateral export control regimes, in particular the Missile Technology Control Regime; support to the National Security Council-led meetings; and, export control compliance guidance for the DOE/NNSA complex.
  • Represent DOE/NNSA with other U.S. agencies, multilateral organizations, and foreign government agencies concerned with nonproliferation, export control, interdiction, and technology security, in order to persuade them to accept the NNSA and U.S. viewpoint on highly significant and often controversial positions in the missile area.
  • Provide technical oversight and direction, act as a principal contributor, or organize and accomplish team projects. Provide authoritative information and analysis that identifies, interprets, and develops alternatives and options to complex nonproliferation questions and makes a significant contribution to the planning and evaluation of these programs and projects with international impact.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS:

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade in the Federal Service, i.e.,NN-02 or GS-12 Specialized experience for this position is defined as:

• Experience in missile and nonproliferation issues to support implementation of export controls and interdiction programs for dual-use nuclear, chemical, biological and missile technologies to strengthen national security.
• Experience in interpreting U.S. laws, policies, regulations, and procedures relative to controls on exporting and licensing of proliferation-sensitive technologies, materials, and equipment, with a focus on the missile area.
• Experience in analyzing information collected from a wide variety of sources to determine the nature and scope of the issues, interpreting this material, and developing policy and procedural options.
• Experience in communicating with internal and external agencies, multilateral organizations, and foreign government agencies concerned with nonproliferation, export control, interdiction, and technology security.
• Experience in reviewing, developing, and revising policies related to multilateral export control arrangements, especially in the missile area.

  • Knowledge of missile-related dual-use equipment, materials, and technologies.
  • Skill in adapting and applying analytical techniques.
  • Knowledge of and demonstrated experience in project management sufficient to plan, guide, develop, direct, and manage multiple technical projects, including sound understanding of federal budget and procurement principles, processes, and practices.
  • Knowledge of U.S. laws, policies, regulations, and procedures relative to controls on exporting and licensing of proliferation-sensitive technologies, materials, and equipment, including dual-use technologies in military programs.

    Education

    Basic Requirements:

    801 - Degree: professional engineering. The curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. There are alternate methods to meeting the engineering educational requirement (e.g., holding current professional engineering registration, having passed the EIT examination, or having completed specified academic courses or a related degree).

    1301 -A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics OR Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
