The Dispute Resolution Service (DRS) within the Office of the General Counsel at the Federal Energy Regulatory Commission is seeking a full-time attorney with 1-5 years of experience in alternative dispute resolution (ADR). The candidate must have strong interest in business and environmental disputes to serve as an attorney advisor, dispute resolution specialist. This position is to serve as a third-party neutral in conducting ADR processes and promoting the use of ADR through outreach and trainings.

The Dispute Resolution Section helps the Commission and its offices bring interested parties engaged in disputes together; to promote consensual decision making through services such as mediation, negotiation, and facilitation. The DRS staff also promotes the use of Alternative Dispute Resolution (ADR) both within and outside the Commission through activities such as consultation, workshops collaboration, training, and coaching. DRS also assists electric entities and stakeholders involved in natural gas and oil pipelines, as well as hydroelectric projects, in resolving their disputes. Additionally, DRS staff is responsible for maintaining the Commission's Landowner Helpline in receiving and addressing complaints and inquiries regarding construction of Commission-approved infrastructure projects
  • Evaluating formal and informal complaints to determine the appropriateness of alternative dispute resolution processes.
  • Effectively applying a wide range of dispute resolution techniques such as mediation, negotiation, and facilitation.
  • Developing background information pertinent to cases, including determining facts and researching relevant legal and policy issues.
  • Working with subject matter experts and other FERC offices in resolving complex disputes.
  • Operating as a third-party neutral and implementing rules regarding confidentiality.
  • Maintaining electronic and paper records and filing systems on information and data associated with the administrative operations, performance, and program functions of the DRS related to casework, outreach, and training.
  • Reporting on DRS activity and metrics.
  • Continual development of expertise in ADR and FERC jurisdictional issues.
  • Communicating both orally and in writing to internal and external inquiries to the DRS about operational and program activities.
  • Fielding DRS Landowner Helpline inquiries and responding to general questions about ADR services and the DRS' mission and functions.
  • Developing and implementing trainings and engaging in outreach and advocacy activities to increase awareness of the DRS conflict resolution services and programs, including the design and development of outreach and training material.
  • Utilizing creative approaches to identify and/or create opportunities to inform the public about dispute resolution services.
  • Representing the Commission and DRS at a variety of events.
  • Presenting the Commission's ADR policies to other Federal, State, public, and regulated entities; and to the public that the Commission serves.
