Summary

The International Trade Administration (ITA) works to improve the global business environment and helps U.S. organizations compete at home and abroad. This position is in the ITA, Global Markets business unit. The Executive Director for the Middle East and Africa is responsible for managing operations and resources for programs that promote U.S. exports and advance and protect U.S. commercial interests in the Region.

Responsibilities

The Executive Director (ED) for the Middle East and Africa (MEA) represents the Deputy Assistant Secretary for MEA and provides strategic direction and communication of strategy and priorities to all staff in the Region. Responsibilities include:

-The day-to-day management of operations and resources for Region. The ED manages staffing and fiscal allocations for MEA and aligns with and operates under the Global Markets enterprise-wide strategic planning, human capital management, and resource allocation processes and methodologies to optimize and promote consistency in goal setting, resource allocation, executive decision-making, policy coordination, and internal controls.

-Serves as a key advisor to senior ITA management on USG commercial policies and programs, including trade events in the Region and at post.

-Adheres to ITA and Global Markets internal controls for all assets under for DAS for MEA purview.

-Oversees and administers a network of overseas posts located in commercial centers throughout the Region and Headquarters offices responsible for planning and executing a forward-looking export promotion and commercial diplomacy program for the region:

-In consultation with Regional Senior Commercial Officers (RSCOs), Senior Commercial Officers (SCOs), and Washington-based Office Directors, oversees the development of unified overseas post and Headquarters office strategic plans.

-Evaluates SCO performance annually and oversees post management reviews.

-Negotiates problematic and/or precedent setting personnel-related issues with senior State Department and other foreign affairs agencies officials.

-Integrates and facilitates the contributions of other trade-involved agencies (Trade Development Agency, Export-Import Bank, Overseas Private Investment Corporation, State Department).

-Oversees formulation of resource requests and manages a process to continually align resources based on region opportunities and needs.

-Manages the Global Markets overseas field office network in the Region monitoring accomplishments against post strategic plans and reports on post program implementation. Oversees regular post site visits and organize periodic regional SCO conferences.

-Serves as the principal liaison for communication between overseas posts and other Commerce business units and U.S. Government agencies.

-Provides input and review for critical policy and administrative documents requiring senior ITA or Department approval.

Applicants currently serving on a career SES appointment, eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by OPM are not required to be evaluated on the ECQs. If tentatively selected for the position as an initial career SES appointment, you will be required to submit a written narrative statement addressing all of the ECQs. The Department of Commerce will work with the selectee to develop the appropriate ECQ narrative for OPM QRB certification, as needed. Must be a U.S. Citizen.

OPM must authorize any employment offers made to current or former (within the last 5 years) political Schedule A, Schedule C, or Non-career SES employees in the executive branch. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, or Non-career SES employee in the executive branch, you must disclose that to the Human Resources Office.

Qualifications

To qualify, applicants must provide clear evidence of progressively responsible executive level leadership experience and office management directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and Professional Technical Qualifications (PTQs) listed.

Executive Core Qualifications: The following are the five ECQs and their fundamental competencies. The ECQs were developed to assess executive experience and potential, not to evaluate technical experience. ECQs measure whether an individual has the broad experience needed to succeed in a variety of SES positions.

ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Professional/Technical Qualifications

1. Demonstrated knowledge of U.S. Government trade promotion programs and international trade, economic, and business issues to assist and advocate for U.S. business in international markets.

2. Demonstrated leadership in communicating and collaborating with industry partners on trade promotion programs.

Additional information

Background Investigation/Clearance: This position is designated as non-critical sensitive and requires a Secret clearance.
Financial Disclosure: This position is covered under the Ethics in Government Act, which requires comprehensive financial disclosures from employees. The appointee will be required to file a Public Financial Disclosure Report (SF-278), within 30 days after his/her appointment, and then annually thereafter.
Qualifications Approval and Probationary Period: Persons newly selected for career appointment to the Senior Executive Service must have their executive core qualifications approved by an Office of Personnel Management Qualifications Review Board and will be required to serve a one-year probationary period.
Mobility: Individuals selected for Senior Executive Service positions may be subject to reassignment across geographical, organizational, and functional lines.
