This National Guard position is for a BUSINESS MANAGER, Position Description Number D0976000 and is part of the MD CFMO, National Guard.

Responsibilities

-- Plans, organizes, directs, controls and reviews the full spectrum of complex purchasing
and contracting operations and resources; to assure that all required services and materials
are acquired for new and existing ARNG facilities and programs in a timely manner and in
accordance with applicable laws and regulations. Contract management actions include the
formal advertising and negotiation for acquiring services and products from the private
sector for the ARNG. The nature of services and products acquired include major and minor
facility construction; maintenance and repair; Architect and Engineer (A&E) services;
professional and technical services; specialized and common material items; specialized
and routine services; and a wide variety of other materials and services. Work includes all
contract actions necessary in support of the Master Cooperative Agreement and Military
Construction Cooperative Agreements. Responsible for coordination between Contract
Management Branch, Federal and State agencies (i.e., Attorney General, USPFO, NGB,
Congressional Offices, Labor, Human Rights, Finance), and local communities.
-- Analyzes and oversees the full range of contract management duties for pre-award
through post-award and contract close-out. Manages or administers the most complex or
sensitive procurement issues or problem areas that may arise in the organization. Analyzes
and oversees administration of all bid protests, contractual disputes and contract
terminations. Oversees the acquisition strategy for all contracting efforts. Coordinates the
state's sovereign contracting effort in tandem with the mission of the ARNG in each state, its
programs and objectives by providing evaluation, planning and analytical expertise to all
aspects of contracting in support of the facilities program.
-- --Administer Inter Service Support Agreements (ISSA) between the MDNG and various federal installations.
-- Prepares for, conducts or attends numerous meetings with high-level officials throughout
all phases of assignments. Manages federally funded contracts awarded through state
contracting procedures to determine compliance with terms of the controlling Master
Cooperative Agreement and Military Construction Cooperative Agreements. Establish
policies and procedures to comply with state and Federal laws and regulations. Responsible
for the development of contracting, operational and business procedures and processes.
Furnishes information to function personnel relative to changes in policies and trends that
may affect future contracting actions. Ensures implementation of directives from higher
echelons and formulates and/or assists in the formulation of overall policies and procedures
for the state. Provides technical review of documents such as justifications and approvals,
requests for contract modifications, and scope of work. Recommends approval or
disapproval to the USPFO in those cases requiring approval or endorsement. Responsible
for achieving the objectives and goals for socio-economic programs.
-- Serves as the CFMO's principal authority in all contracting matters and advises the
CFMO and other senior officials and staff on procurement matters concerning current and
future plans regarding complex contracts and their effect on long term projects and
programs. May perform as Contracting Officers Representative (COR) when required.
-- Administers, plans, coordinates, and directs the activities of subordinate personnel.
These individuals may be on various types of employment status such as technician, AGR,
or state employees. Performs the full scope of supervisory personnel functions including
the assignment of duties, participates in the interviews and selection of employees,
schedules and approves leave, ensures indoctrination of new employees, provides training,
evaluates performance, initiates action to upgrade positions, and resolves disciplinary
problems. Establishes shift schedules and assigns personnel based on workload to ensure
adequate coverage of operations. Supports and takes affirmative action with consideration
of Equal Employment Opportunity in all aspects of personnel actions. Keeps employees
informed of NGB goals, objectives, and policies, and informs management of employee
input and concerns.

ARMY NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
This is an excepted service position that requires membership in a compatible military assignment in the employing state's Army National Guard, required prior to the effective date of placement.
Selectee will be required to wear the military uniform.

Applicants who are not currently a member of the Army National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

Qualifications

Military Grade: E7-E9/CW2-CW5/1LT-LTC

GENERAL EXPERIENCE : Administrative or clerical experience, education, or training which demonstrates the candidate's ability to perform the duties of the position. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE : Must have at least 36 months experience, education or training program or managerial experience in a type of work or a combination of functions directly related to the business or industry position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):
-- Knowledge of state and Federal contracting laws; DOD, Army, NGB, and local purchase
and contracting regulations and procedures; governing contracting activities. Knowledge of
expert analytical techniques applicable to various contracting and contract law situations
that may arise. Must use knowledge to analyze various legal and contractual situations as
they occur or before they occur. Analysis must take into account the other state and federal
requirements and be able to reconcile legal and problematic differences that frequently
occur. Expert knowledge, skills and abilities are required to interpret State contracting and
fiscal legislation for projected impacts on large federal grant programs.
-- Knowledge of contracting principles, to include technical or program requirements such as
sealed bid, negotiated, architect-engineer design, and other special contracting techniques
and procedures. Required to have a complete knowledge of pre-award and post-award
administrative actions incorporating a wide range of supply, service, construction and A&E
services as well as automatic data processing equipment. Ability to perform broad technical
reviews of contractor proposals to insure compliance with solicitation provisions
-- Familiarity with applicable accounting business practices and market conditions sufficient
to perform or direct in-depth evaluations of the financial and technical capabilities, as well as
the performance of contractors. Knowledge of detailed contract administration functions
required to monitor contractor performance, negotiate necessary
-- Knowledge of contract termination techniques sufficient to administer and close out
contracts.
-- Knowledge and skill sufficient to manage all contractual aspects of state level,
procurement programs involving coordination of a number of contracts of a wide variety of
types requiring long-range planning, a thorough knowledge of program objectives, and skill
in interpreting or establishing policies to solve unprecedented problems.
