Responsibilities
The Federal Air Surgeon serves as the Federal Government's medical authority in civil aviation. The proper discharge of this authority requires research, development, and dissemination of medical information for the prevention of aircraft accidents and the effects on occupants involved in accidents. This is accomplished through studies and recommendations dealing with the medical standards, health and effectiveness of air traffic controllers, the survivability factors relating to aircraft accidents, medical fitness standards for civil airmen, and the bioengineering aspects of aircraft design and aircraft operating procedures.

As a basic requirement for entry into the FAA Executive System, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Leadership and Technical Requirements listed below.
In addition to the minimum qualifications, the following have been determined to be selective factors for this position. This means possession of this criteria is part of the minimum qualifications and is essential to perform the duties and responsibilities of this position. Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association (external link) ; Association of American Medical Colleges (external link) ; Liaison Committee on Medical Education (external link) ; Commission on Osteopathic College Accreditation of the American Osteopathic Association (external link) , or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.
Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (external link) , a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.

Specific responsibilities include:
- Manages, directs, and evaluates the programs within the Office of Aerospace Medicine, including the Civil Aeromedical Institute. Other programs include the Air Traffic Controller Health Program, the medical certification of civil airmen, medical investigation of aircraft accidents, the conduct of aeromedical research, and the selection and training of aviation medical examiners.
- Develops Federal Aviation Regulations and criteria specifying the minimum standards of medical fitness for civil airmen. Conducts meetings or public hearings with industry or other groups in connection with medical regulatory activities, interpreting or amplifying the intent of proposed regulatory matters.
- Assures technical adequacy of aviation medicine research and develops research plans and policies to include: 1) the development of medical standards and procedures relating to the certification of airmen and the development and operation of aircraft; 2) the control of environmental hazards which may affect the health, safety and performance of aircrew members, passengers and air traffic controllers; 3) the medical research support of other agency research and regulatory activities; and 4) monitoring aircraft cabin safety problems and research into onboard equipment and procedures to identify potential safety and efficiency improvement.
