Responsibilities

This position is being filled under DoD Modified Direct Hire Authority, Section 1109; PL, 116-92, dated 12/20/2019 .

As a SUPERVISORY FACILITY OPERATIONS SPECIALIST at the GS-1640-14 some of your typical work assignments may include:
  • Manages all Interservice Support Agreement (ISSA) and Installation Governmental Support Agreements for facility operations. Negotiate agreements/permits for real property of DHRA.
  • Works within prescribed cost limits, and assures projects will be sustainable, energy efficient, provide maximum use of Government space and assets, and promote efficient operations.
  • Prepares and presents executive level background and position papers, project/contract business case justifications, Senior Management Review meetings and other required executive briefings.
  • Conducts offset analysis and advises decision makers (i.e., reducing or delaying investment, reducing or accepting risk in readiness, divesting, or reducing infrastructure). Provides quarterly facilities, and financial operation expenses reviews, incorporating comparative analysis and trend analysis to the DEOC Director, Deputy Director, Chief of Staff and Division Chief of Enterprise Programs & Services.
  • Plans, develops, analyzes, justifies, presents, executes and reviews DEOC's facilities, and financial operations expenses, acquisition plans and assigned projects associated with facility operations to enable mission accomplishment and attainment of DHRA strategic and tactical objectives.
  • Determines requirements, prepares and submits budget estimates and administers the funds appropriated annually for services, construction, maintenance, operation and repairs.
  • Prepares budgetary estimates and justifications to obtain program fiscal resources.
  • Prepares analysis that will become part of the decision-making process.
  • Analyzes and evaluates personnel and equipment needs, present space assignment, maximum utilization, possible reassignment, furniture/tool/equipment reconfiguration, etc. Consults applicable regulations and command policies with key civilian and military personnel in these matters, and defines authorized space requirements.
  • Develops and designs floor plans, layouts, work flow charts, etc., to coordinate work operations with space operations and to accommodate the requirements of Components. Conducts periodic surveys of all DHRA space assignments, and reviews space management and engineering survey reports to determine correct space utilization. Conducts space movement scenarios utilizing various space management databases.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
  • Reviews space management and engineering survey reports to determine correct space utilization, & conducts space movement scenarios utilizing various space management databases.
  • Analyzes and evaluates personnel and equipment needs, present space assignment, maximum utilization, possible reassignment, furniture/tool/equipment reconfiguration, etc.
  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1640 series.

    Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration.

    Specialized Experience: Examples of qualifying specialized experience include:
    • Managing a maintenance program for office or military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.
    • Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.
    • Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.

    Substitution of education may not be used in lieu of specialized experience for this grade level.
