Summary

This position provides traffic control at all entries and exits for the Salem Veterans Affairs Health Care System (VAMC). The incumbent screens staff, Students, Contractors, Veterans and Visitors when entering the Salem VA Medical Center (VAMC) and/or at the main entrances to the Lynchburg, Staunton, or Wytheville Community Based Out-Patient Clinic (CBOC), when assigned. Also provides information as requested or gives directions.

Responsibilities

  • Provides traffic control at designated entrances of the Salem VA Medical Center or specified CBOCs identified above. The Incumbent maintains a physical presence while monitoring and controlling ingress/egress to VA property ensuring people accessing the facility have a genuine need to do so.
  • Provides for the safety and security of the medical center while at entry control point by controlling traffic movement and being observant for suspicious or illegal behavior. The incumbent reports any issues to the VA Police Communications Center via radio for informational purposes only or to request assistance.
  • During emergency situations such as vehicle accidents, fires, etc., incumbent contacts the VA PoliceCommunications Center for assistance. Incumbent will secure the area and/or relinquish control to VAPolice or other emergency response personnel. In all cases, incumbent will follow guidance provided by VA Police personnel.
  • The Incumbent when providing screening duties, will ask agency approved Pre-Screening questionsregarding COVID-19, conduct a No Touch Thermometer check, and follow directions provided per standard operating procedures. The incumbent must always wear a face mask and safety vest when performing this function. The incumbent will ensure individuals that can proceed past the check point are issued a pass and provided a face mask, unless the individual(s) are already wearing or in possession of one.
  • Directs and controls traffic flow, during peak periods of congestion to avoid traffic back-ups and to maintain safety of vehicles and pedestrians. Requests VA Police assistance when necessary if traffic back-up has potential to interfere with public roadways.
  • Provide pedestrian and vehicle traffic control in a manner to ensure the traffic is being directed in a safe manner. The incumbent when conducting traffic control will be required to wear a face mask and would be required to wear a reflective safety vest. This person will allow anyone with an agency approved Fast Pass to proceed through the gate. Any person without an agency approved Fast Pass will be directed to a screening checkpoint for further processing.
  • Incumbent meets and interact with the general public in a manner that promotes a positive image of the Department of Veterans Affairs. Maintain poise and self-control under stress. Keep conversations with visitors to the facility cordial and brief. Incumbent shall not allow personal conversations or activity interrupt screening or traffic control duties. Incumbent uses customer service skills in providing directions, handing out maps, and/or agency approved flyers.
  • Uses and responds to radio communications as necessary.
  • Incumbent will have access to VA computer systems for the purpose of checking e-mails, conduct on-line training, and other taskings associated to their job. The incumbent is responsible for the safeguarding and security of that information.
  • The incumbent will be required to rotate shifts, assignments and days off. During emergencies or unusual situations, the incumbent is required to respond to or remain at the Medical Center upon request of the Captain and/or Chief, Police Service.

Physical Requirements: Work requires physical exertion such as long periods of standing, walking, bending and similar activities and occasional lifting and carrying of objects of 25 pounds or less such as temporary traffic signs and traffic cones. Callback and emergency posts are frequently required. Additionally, callback and emergency posts may be required during periods of increased National Threat Levels or other local incidents.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

GS-03 grade level: 6 months of general experience. General Experience is described as progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of Security Clerk to be filled.

OR

Applicants may substitute one year above high school education for the experience required for the GS-03 level.

OR

Applicants may also combine education and experience to qualify at the GS-03 level.

To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-XX. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
