Summary

The Antitrust Division (ATR) has an opening for an IT Specialist (Network) to join its dedicated team and gain invaluable experience working in the public interest to protect the competitive process. The position is in the Engineering and Application Development Section of the Information Systems Support Group in the Executive Office of the Antitrust Division, and serves as a Sr. Network Engineer, reporting directly to the Chief Technology Officer, and ultimately the Chief Information Officer.

Responsibilities

As a Network Engineer in the Engineering and Application Development Section (EADS) of ISSG, responsibilities include:
  • Serving as technical authority; independently planning, designing, implementing, monitoring, and enhancing ATR's existing and/new network and maintaining a Cloud based infrastructure.
  • Identifying technology opportunities with significant ability to support the ATR personnel and mission.
  • Providing guidance and direction to staff members to maintain excellence in day-to-day operations across the division; developing improvements to implement new service approaches, and potential breakthroughs in identifying new methods and technologies that offer advances in how ATR provides services in support of customers.
  • Monitoring execution of baseline and enterprise services and putting appropriate structures and processes in place to ensure delivery of services across the enterprise.
  • Coordinating resolution of problems and incidents within established timelines; Identifying and resolving root causes of problems that degrade delivery of essential services.
  • Providing authoritative program related advice, information, and guidance regarding current and future information systems concepts, doctrine, methods, practices, operations and technologies.
  • Considering new technology, innovations, procedures, and applications and making recommendations as to the feasibility.
  • Advising staff and senior managers on proposed standard DOJ technical architectures, as well as establishment of data architecture management, setting information standards, and setting standards for software design and development, software and hardware configuration management, IT acquisition management, and testing and operation evaluation of DOJ and ATR IT network programs, applications, equipment, and telecommunications networks.
  • Performing the full range of project management functions from project planning through evaluation and reporting of project accomplishments; coordinating the work of other network specialists, technical specialists from other disciplines, and customer representatives.
  • Leading enterprise-level network projects, such as establishing connectivity for new mission requirements or new customer organizations or accommodating changes in legislation.
  • Directing the development of operational policies and strategies, techniques, and procedures for all enterprise capabilities.
  • Directing implementation of IT policies and related activities ATR-wide to facilitate planning for ATR's strategic, long-range, and annual planning programs in support of the mission, working cross-functionally with budget/financial management, software and hardware acquisitions, contract procurement, and personnel management; and to ensure appropriate coordination and compliance with cybersecurity, strategic, long-range, annual operations and management plans, objectives, and business strategy.
  • Ensuring implementation and operation of the ATR Network Operations Center (NOC).
  • Advocating for efficient improvements to the ATR IT NOC and work processes, allowing for the efficient execution, implementation, and integration of operations, and management of new IT projects and systems developed.
  • Performing other duties as assigned.

  • This is a non-supervisory appointment, which may be subject to a one-year probationary period in accordance with 5 CFR 315.801.
  • The Antitrust Division participates in the E-Verify program.


Qualifications

To qualify at the GS-15 level, applicants must demonstrate the qualifications as identified below:

One year of qualifying specialized experience at or equivalent to the GS-14 level leading implementation and management of an IT Network Operations Center. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position as described below, and that is typically in or related to the position to be filled. EXAMPLES of qualifying specialized experience include:
  • leading others in developing comprehensive network topology and creating high-level, detailed diagrams of network and other infrastructure systems;
  • leading evaluation, design, and implementation of wireless architecture;
  • leading implementation of Software Defined WAN (SD_WAN);
  • leading evaluation, design, and implementation of WAN Optimization;
  • leading evaluation and implementation of VoIP, Video Teleconferencing and Collaboration;
  • performing long-range planning (3-7 years) and leading implementation and configuration of
    cloud services (Azure or AWS) using Juniper vSRX, Cisco CSR, and Transit Gateway
    Services.
**In addition, individuals must also have IT-related experience demonstrating EACH of the four competencies listed below:

  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Please Note: Experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
