Summary

The Antitrust Division (ATR) has an opening for an IT Specialist (Network) to join its dedicated team and gain invaluable experience working in the public interest to protect the competitive process. The position is located in the Technology Services Section (TSS) of the Information Systems Support Group (ISSG) in the Executive Office of the Antitrust Division. The position serves as a Network Engineer, reporting to the Chief of TSS.

Responsibilities

As a Network Engineer in ATR, responsibilities include:
  • Serving as ATR's expert on Information Technology (IT) network operations architecture, exercising program responsibility to manage, maintain, and provide strategic and technical advice on Network Enterprise IT plans, programs, and architecture activities, including strategic planning; requirements management; systems architectures; design and implementation plan reviews; technical standards; and network configuration control processes.
  • Supporting network infrastructure that is extended to data centers (DC), all ATR remote sites and cloud environments.
  • Assisting ATR personnel troubleshooting performance issues. Such requests include internal ATR applications (both COTs and home grown applications), troubleshooting network performance at remote sites, or accessing any network resource at any DC or cloud environment.
  • Performing network infrastructure topology or infrastructure network mapping to identify, document, and outline the composition of ATR's IT network, and to document how and why the network is arranged and how data moves through.
  • Creating, maintaining, and updating a network infrastructure diagram to provide an in-depth understanding of ATR's system and how it operates, and to accurately illustrate the complexity, interconnectivity, and relevant characteristics of the infrastructure.
  • Identifying, illustrating, and resolving deficiencies within the network infrastructure.
  • Conducting cost-benefit analyses and total cost of ownership and capacity studies, and establishing and implementing routine schema and security practices.
  • Overseeing management network systems by evaluating and defining infrastructure requirements; selecting hardware and software components; assembling installation teams; coordinating network implementation planning; and overseeing testing and implementation.
  • Coordinating, directing support to, and implementing IT policies and related activities ATR-wide.
  • Negotiating approval of policies and solutions to complex IT challenges, software-hardware design-development, technical architectures, information assurance, and system oversight; negotiating approval of policies and solutions to complex IT challenges, software-hardware design-development, technical architectures, information assurance, and system oversight.
  • Performing day-to-day up keep of the ATR network operation and design.
  • Planning, implementing, and operating ATR's Network Operation Center (NOC) services/systems, to include hardware and virtual environments, and development of the NOC vision and objectives.
  • Performing requirements and standards development and compliance monitoring, ensuring integration and interoperability of all ATR IT investments and investments of other DOJ components into the NOC structure.
  • Performing other related duties as assigned.

  • This is a non-supervisory appointment, which may be subject to a one-year probationary period in accordance with 5 CFR 315.801.
  • The Antitrust Division participates in the E-Verify program.


Qualifications

To qualify at the GS-13 level, applicants must demonstrate the qualifications as identified below:

One year of qualifying specialized experience at or equivalent to the GS-12 level implementing components of an IT Network Operations Center (NOC). Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position as described below, and that is typically in or related to the position to be filled. EXAMPLES of qualifying specialized experience include:
  • analyzing network control system capabilities and associated policies and procedures;
  • recommending enhancements to improve network performance;
  • evaluating the adequacy and effectiveness of systems troubleshooting;
  • short-range planning (1-3 years), implementation, and configuration of cloud services (Azure or AWS) using Juniper vSRX, Cisco CSR, and Transit Gateway Services.

To qualify at the GS-14 level, applicants must demonstrate the qualifications as identified below:

One year of qualifying specialized experience at or equivalent to the GS-13 level implementing and managing an IT Network Operations Center (NOC). Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position as described below, and that is typically in or related to the position to be filled. EXAMPLES of qualifying specialized experience include:
  • developing comprehensive network topology and creating high-level, detailed diagrams of network and other infrastructure systems;
  • evaluating, designing, and implementing wireless architecture, including Software Defined WAN (SD_WAN) and WAN optimization;
  • evaluation and implementation of VoIP, Video Teleconferencing and Collaboration;
  • long-range planning (3-7 years), implementation, and configuration of cloud services (Azure or AWS) using Juniper vSRX, Cisco CSR, and Transit Gateway Services.
**In addition, individuals must also have IT-related experience demonstrating EACH of the four competencies listed below:

  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Please Note: Experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
