Transportation Planner III
Starting Salary $66,673 - $77,500

The Department of Transportation Planning is seeking a Transportation Planner III to assist in transportation planning for the metropolitan Washington region. This position, as part of the Systems Performance Planning Team, will play a key role in facilitating regional coordination on transportation issues, including those related to goods movement and roadway safety. You will regularly interact with committees of multijurisdictional transportation staff and private sector parties on regional planning issues.

In this position you will have the opportunity to be involved in the development of a newly authorized regional roadway safety program. You will also help guide regional planning responses to rapidly evolving curbside management challenges. You will support the working of one or more TPB subcommittees including the identification of agenda topics, outreach to speakers, and facilitation of meeting logistics. You will author reports and presentations, review professional documents, summarize meeting discussions, and act as a point of contact for important regional transportation topics, including freight transportation and roadway safety. Additional work may include monitoring the performance of the region with respect to federal performance-based planning and programming requirements, including performance analysis and the writing of performance reports.


The successful candidate will perform professional level transportation planning activities including research, assessment, data collection and analysis, and report preparation and presentation. The position requires data management and analysis skills, and the candidate should be familiar with regional transportation planning principles. Activities are likely to include:

• Providing support to various TPB subcommittees, especially on the topics of freight transportation and roadway safety.

• Conducting stakeholder outreach

• Developing and maintaining the regional freight transportation plan and providing freight related input to the regional Long-Range Plan (LRP)

• Supporting the regional safety program

• Compiling and analyzing data, conducting geographic information system (GIS) analysis and creating maps

• Briefing officials, other COG/TPB staff, member agency technical staff, and the general public.

Education and Experience

Master's degree in transportation planning, public administration, or an appropriate related field and three years of applicable experience, or any equivalent combination of experience and training which provides the required knowledge, analytical and writing skills, and abilities will be considered.

Minimum qualifications

• Ability to work cooperatively in a team environment.
• Strong analytical and problem-solving skills, with a good knowledge of research methods.

• Ability to prepare clear, accurate, and compelling text and graphics for use in documents and presentations.

• Experience with the transportation planning process. Ideal candidate

• Strong writing, speaking, and quantitative analysis skills.

• Proficiency in the use of spreadsheets and databases.

• Familiarity with geographic information systems (GIS) and ability to use GIS for data analysis and mapping.

• Interest in freight and roadway safety issues in the context of the transportation planning process.

• Experience in collecting, analyzing, and communicating issues and data to a variety of audiences.

Computer Knowledge and Skills

Knowledge of Microsoft Word or other word processing software; experience in using computers to write and design publications, including use of desktop publishing software.

Communication Skills

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, and governmental regulations. Ability to write reports, business correspondence, and procedural manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Mathematical Skills

This job requires mathematical skills needed to compile and analyze data and to understand basic statistical concepts.

Reasoning Ability

Ability to solve practical problems and deal with a variety of concrete and abstract variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
