Position Information

The Department of Human Services (DHS) is seeking an experienced senior level IT professional who has a passion for meaningful and challenging work to join a technologically progressive urban government agency as the Business Systems IT Program Manager. This position is part of the Information Systems Bureau (ISB) and will bring strategic leadership to a team of seven (7) Business Systems Analysts who provide technical support, business systems analysis, and system application review and development. DHS is a large complex organization with over 140 social services, mental and public health, and public assistance programs which are delivered through five diverse operating divisions. The ISB currently manages more than 70 federal, state and local information systems which support the varied program areas.

The Business Systems IT Program Manager reports to the ISB Bureau Chief and oversees the relationship between information technology and programmatic operations by designing, implementing, and integrating technology solutions which support information systems used in all five divisions and the Director’s Office. The position will interface with departmental leadership to recommend overarching business strategies and their impact regarding the purchase of off-the-shelf solutions, procuring outside custom development, and/or designing in-house business solutions to meet the needs of the DHS business partners and the clients served.

Technical Environment applications:
  • Custom and commercial off the shelf (COTS) applications vary in size, scope, and complexity including Microsoft .NET and MS SQL Server technologies in physical and virtualized machine (VM) environments;
  • Technology tools such as MS SSIS, MS SSRS, Visual Studio, C#, PHP, HTML and TortoiseSVN and GIT for source control; and
  • SQL Server and job scheduling (ActiveBatch).
Leadership responsibilities include:
  • Supervising staff and contractors to include recruitment, assigning work, staff development, performance management, and providing feedback;
  • Serving as subject matter expert to internal and external customers on questions of business technology processes and solutions;
  • Working with department leadership to develop long and short-range technology plans;
  • Developing, implementing, and maintaining project plans for new and ongoing technology projects in a cost-effective and efficient manner;
  • Executing request for proposals and contracting processes for new technology initiatives;
  • Collaborating with Business Systems Analysts on new requirements or production issues; and
  • Developing and enforcing technology standards within the ISB.
The ideal candidate will have proven experience leading a team of specialists utilizing best practices in application management and support services; developing functional/business requirements and creating technical options and solution designs/architectures; and demonstrating effective oral and written communication skills to engage, influence, and articulate technical business issues and solutions to a variety of stakeholders.

Selection Criteria

Minimum:
  • Bachelor's degree in Information Management, Computer Science, Mathematics, or closely related field; and
  • Significant and progressively responsible experience in the following:
    • Technical team leadership including coordinating or supervising the work of others;
    • Translating functional requirements into technical options and implementations; and
    • Technical practitioner (software or database development) in custom software development in a .NET (desired) and SQL Server (required) environment.
Desirables: Preference may be given to candidates with experience in one or more of the following:
  • Project management experience through the systems development lifecycle;
  • Public procurement, contract preparation and administration experience for business applications from full project management lifecycle to support scope of projects; and/or
  • Experience with deployment, training, and sustainment of operating department business applications and integration with other systems.
Substitution: Additional qualifying experience may substitute for the education requirement on a year for year basis

Special Requirements

Applicant must possess, or obtain by the time of appointment, a valid motor vehicle operator's license from the applicant's place of residence or the applicant must have the ability and willingness to use alternative methods of transportation to perform assigned duties and responsibilities at locations other than the primary worksite. If the applicant possesses or acquires a license, the applicant must provide or authorize Arlington County to obtain a copy of the applicant's official state/district driving record.

Work Hours: Monday - Friday with a flexible schedule depending upon the needs of the organization. Some evening and weekend work may be required.

This position is a part of an alternative pay program that includes career path and pay-for-performance elements and an extended salary ceiling. Entry level within the band is based on a review of qualifications and experience. Pay potential will be based on performance and employee development.

Permanent, Full-Time Appointments
All jobs are permanent, full-time appointments unless otherwise stated in the announcement. The following benefits are available:

Paid Leave : Vacation leave is earned at the rate of four hours biweekly. Leave accrual increases every three years until eight hours of leave are earned biweekly for twelve or more years of service. Sick leave is earned at the rate of four hours biweekly. There are eleven paid holidays each year.

Health and Dental Insurance : Three group health insurance plans are offered - a network open access plan, a point-of-service plan, and a health maintenance organization. A group dental insurance plan is also offered. The County pays a significant portion of the premium for these plans for employees and their dependents. A discount vision plan is provided for eye care needs.

Life Insurance : A group term policy of basic life insurance is provided at no cost to employees. The benefit is one times annual salary. Additional life insurance is available with rates based on the employee's age and smoker/non-smoker status.

Retirement : The County offers three vehicles to help you prepare for retirement: a defined benefit plan, a defined contribution plan (401(a)), and a deferred compensation plan (457). The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County. You contribute a portion of your salary on a pre-tax basis to this plan. General employees contribute 4% of pay; uniformed public safety employees contribute 7.5% of pay. Employees become vested in the plan at five years of service. The County also contributes to this plan.

For general employees, the County also contributes 4.2% of pay to a defined contribution plan (401(a)) . The County also matches your 457 contribution, up to $20 per pay period, in this plan. The 457 deferred compensation plan allows you to set aside money on either a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual limit. New employees are automatically enrolled with a pre-tax contribution equal to 2% of your base pay.

Other Benefits: The County also offers health, dependent care, and parking flexible spending accounts; long-term care insurance; tuition assistance; transit and walk/bike to work subsidies; a college savings plan; wellness programs; training opportunities; and a variety of other employee benefits.

Permanent, Part-Time Appointments:
Part time employees who work ten or more hours per week receive paid leave and benefits in proportion to the number of hours worked per week.

Limited Term Appointments:
Benefits are the same as permanent appointments except that the employees do not achieve permanent status.

Temporary Regular Appointments:
Temporary regular employees who work 30 hours or more per week are eligible for health, dental, and basic life insurance as described above. They are also eligible for vacation, sick leave, and paid holidays.

Temporary Seasonal and Occasional Appointments:
Temporary employees who work on a seasonal basis or variable hours receive sick leave, but do not normally receive other paid leave or benefits. Exceptions are noted in individual announcements.
