SUMMARY OF DUTIES: Oversees and directs the Outdoor Commercial Recreation Program to include the Medal of Honor Golf Course, Auto Skills Center, Marina, Outdoor Gear Issue and the Lunga Recreation Area. Responsible for long term planning, policy development, procurement, inventory management, sales promotions, operating standards, budgeting, disposition of merchandise, services, rental equipment and personnel supervision for a comprehensive outdoor commercial recreation program for a community of active duty military, dependents, retirees, and authorized civilians. Oversees coordination and scheduling of activities, special events, and community undertakings to maximize the use of facility and resources at multiple locations within MCCS-Quantico. Monitors and reviews performance of outdoor commercial recreation programs, merchandising program and ensures managers and supervisors are advised of program emphasis, and are meeting the needs of the patrons.

Directs product marketing and strategic planning, initiating marketing research and analyzing trends to make adjustments and maximize return on investment. Monitors operational results and initiates proactive measures to meet sales goals, and correct failing strategies. Monitors plans, policies, programs and procedures to meet the MCCS vision.

Serves as a subject matter expert and direct advisor to senior leaders in the organization for the assigned organizational division. Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies. Oversees preparation and approves internal office financial plans and related records and reports, and exercises authority on approved overall budget. Analyzes programs on a regular basis, and prompts initiation of corrective action to ensure support of operating programs of MCCS. Oversees management of new property resources and may provide direction on facility renovations and improvements. Develops long range plans in conjunction with internal operating directives, and exercises internal personnel management authorities as delegated by the Deputy Assistant Chief of Staff, Business Operations & Support.

Directly or indirectly through subordinate supervisors supervises employees to include assigning work, counseling and training, mentoring employees, completing personnel actions, disciplinary actions and performance reviews, and being alert to substance abuse and taking appropriate action. . Effectively supports the Marine Corps Equal Employment Opportunity and Sexual Harassment policies, and ensures compliance with fire, safety, and other environmental issues and programs. Oversees maintenance and enforcement of the security of resources and develops procedures to minimize the potential for fraud, waste and abuse.

Provides customer service to both internal and external customers with an emphasis on professionalism and workplace etiquette. Develops and ensures implementation of an activity safety program in accordance with Base Safety directives. Ensures conduct of safety meetings. Advises employees of available safety regulations, instructions, materials and equipment. Promptly reports workplace accidents to the Human Resources Office. Ensures safety training is provided to employees. Complies with OSHA standards and takes action to correct unsafe or unhealthy working conditions. Ensures employees understand safety infractions that can result in disciplinary actions, and follows through with appropriate action. Ensures minimal loss of duty by complying with "Return To Work" program initiatives, and following up on employee wellbeing.

This is a white-collar position where occasional lifting up to 45-50 lbs may be required

MINIMUM QUALIFICATIONS: Bachelor's Degree in Business, Recreation or related field strongly preferred. Minimum 4 years of specialized experience that demonstrates possession of managerial/supervisory knowledge and skills in managing multiple commercial recreation programs. Skill to manage a retail merchandise and service delivery programs for outdoor recreational programs. Knowledge of developing pricing strategies, establishing measurable sales profitability and productivity goals, reviewing and approving price agreements and special offerings. Knowledge of monitoring operational results and initiating proactive measures to meet sales goals, and correct failing strategies. Must be proficient with Microsoft Office (i.e. Excel, Word, Power Point). Must have proven track record managing a diverse workforce, leading teams of various sizes. Must have the ability to build strong partnerships and strategically influence others, excellent written and verbal communication skills, strong financial aptitude and analytical skills, and proven experience working effectively with senior leadership levels. Skilled in assessing the needs of patrons and employees while working in a recreation setting. Required to have CPR and First Aid Certification within first 90 days of employment. Must possess a valid driver's license.

Must be able to successfully pass a criminal history background check as well as an FBI background check.
