Summary

This position is part of the Pension Benefit Guaranty Corporation (PBGC), Office of Inspector General (OIG). The incumbent will be responsible for serving as a senior auditor to the Assistant Inspector General for Audits (AIGA).

Responsibilities

  • Directs the development, implementation, and reporting of auditing activities including financial, procurement, and performance audits, evaluations, and other reviews.
  • Manages audit projects based on the audit work plan to ensure that professional auditing standards are maintained and meet OIG and Generally Accepted Government Auditing Standards.
  • Provides auditing/accounting expertise in directing and coordinating work of team members, including review and evaluation of work papers/reports, and implementing solutions to auditing problems.
  • Plans and implements audits, selecting and assigning staff needed to accomplish work, and evaluates work performance of staff providing technical advice and assistance to resolve audit challenges and problems.
  • Sets goals and priorities for staff and prepares schedules for completion of work and revises work schedule to meet changes in workload.

Qualifications

All applicants at the GS-14 level must meet the following qualifications:
A. Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR
B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
  • In addition to meeting the Basic Education Requirement listed above, all applicants must possess one year of specialized experience that is equivalent in difficulty and complexity to the GS-13 level in the Federal service. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, this requirement includes but is not limited to: leading a team that conducts audits, evaluations, and reviews; directs, plans, and oversees difficult and complex audits, evaluations, and reviews; performs analysis to resolve problems and issues related to audits, evaluations, and reviews; and possess oral and written communication skills in order to convey and present findings results, and updates.

    TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

    A written test is not required.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

    Telework Suitability:
    The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

    Stipulations of Employment:
    This temporary appointment may be extended up to a maximum total period of 2 years or terminated at any time at management discretion. Selection does not confer eligibility to be promoted or reassigned to other positions or to be non-competitively converted to a career-conditional appointment.

    Selection may require completion of a 1-year supervisory or managerial probationary period.
