This position is located in the Division of Risk Management Supervision, Operations, Technology Services Branch, HQ of the Federal Deposit Insurance Corporation assisting with the use and creation of
technologies, processes, and technology tools.

Responsibilities

Assists with design, development, training, implementation, and use of tools, processes, systems and applications.

Services as subject matter expert in supporting employees with off-site examination capabilities and other Corporate or RMS systems and applications.

Serves as a subject matter expert on the application of process and technology solutions that support risk examinations and examination policy, including discussing and developing system requirements.

Participates in the development and delivery of written and virtual training materials, user guides, on-line help features, and training programs. Ensures documentation and materials are complete, current, stored appropriately, and compliant with Section 508 Accessibility requirements.

Coordinates and collaborates effectively with internal and external stakeholders to develop, secure, deploy, communicate, and support technology solutions and processes. Designs and implements plans and measurements that ensure objectives are met. Makes recommendations and modifies plans as needed.

Independently and collaboratively envisions and creates process, tools, and solutions and improvements to mitigate challenges and address evolving business needs. Develops contractual documentation (Statements of Work (SOWs) and Statements of Objectives (SOOs) for acquisition of IT systems, equipment, and required services. Monitors activities and the use of resources to ensure effective and efficient expenditures, and the attainment of goals.

THIS IS A TEMPORARY ASSIGNMENT FOR ONE YEAR. The selectee will be given a temporary promotion if eligible or be placed on a lateral detail if already serving at the advertised grade level on a permanent basis. This assignment may be terminated early or extended based on management's needs. If temporarily promoted, the temporary promotion cannot exceed five (5) years, nor can it be made permanent. If the duration of the assignment is one year or less, the employee will be returned to a position that is comparable to his or her permanent position (i.e., same series, grade, and duty location) in the same or successor Division/Office. If, however, the temporary assignment exceeds one year (including extensions beyond one year of the initial temporary appointment of one year or less), and the position is in a different Division/Office from the employee's permanent Division/Office, the employee will not be returned to his or her permanent position of record. Instead, the employee will be placed in a position comparable to his or her permanent position of record (at the same grade and pay) in the Division/Office and duty location where the temporary assignment is located. Since the extension of a temporary promotion beyond one (1) year will directly impact the employee's return rights to his or her permanent Division/Office, the employee must concur in advance with any extension of the temporary assignment beyond one (1) year.

At the end of the temporary promotion (if temporarily promoted), the employee's basic pay will be set at the rate received prior to being temporarily promoted, regardless of the length of the temporary promotion. The pay rate shall be increased to reflect pay increases (if any) received while temporarily promoted, as long as the resulting rate does not exceed the new range maximum.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. CG-12: To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG-11 grade level or above in the Federal service. Specialized experience is defined as experience providing assistance with the creation and application of processes and technology solutions that support risk examinations and examination policy.

CG-13: To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG-12 grade level or above in the Federal service. Specialized experience is defined as experience planning and executing assignments with multiple deadlines, competing priorities, and coordinating milestone development and completion with internal stakeholders.

CG-14: To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG-13 grade level or above in the Federal service. Specialized experience is defined as experience designing and implementing plans and measurements that ensure business objectives are met, and makes recommendations and modifies plans as needed.

  • Knowledge of the mission, functions, policies and regulations of the FDIC Risk Management Supervision.
  • Knowledge of Visual Basic for Applications (VBA), Extensible Markup Language (XML) and Extensible Stylesheet Language Transformations (XSLT), SharePoint, MS Teams, WebEx, workflow tools (Service Now, SharePoint, Power Automate, etc.), or other Microsoft applications
  • Ability to communicate orally with a variety of individuals, including members of the general public, FDIC management, and other regulatory agencies.
  • Ability to communicate in writing with a variety of individuals, including members of the general public, FDIC management, and other regulatory agencies.
  • Knowledge of FDIC & RMS systems; i.e., Microsoft Office, Teams, ETS, VISION and RADD systems.
  • Skill evaluating contractor proposals and assessing contractor performance against goals.
