Responsibilities

  • Provide subject matter expertise for a wide variety of pre-market and post-market compliance programs across the Office of Scientific Investigations.
  • Review and evaluate industry's compliance with Postmarketing Adverse Drug Experience (PADE) reporting for the accuracy, reliability, and timeliness of post marketing data submitted to FDA as governed by Compliance Program Guidance Manual 7353.001.
  • Effective performance of these duties and responsibilities requires scientific, technical, and regulatory expertise in processes, operations, and controls necessary for the compliance oversight of reporting of postmarket adverse drug experience.
  • Provide authoritative recommendations on the need for new and amended regulations, policy development, and guidance to Office, Center, and Intra-Center review scientists and the regulated industry.
  • Write reports of scientific evaluations.
  • Writing includes scientific and regulatory evidence supporting reasons for the recommended regulatory decision on the safety and effectiveness of each application, and specifies any technical deficiencies requiring corrective action by the sponsor.
  • Provide authoritative recommendations on the need for new and amended regulations, policy development, and guidance to Office, Center, and Intra-Center review scientists and the regulated industry.

Qualifications

The position of Pharmacologist falls within the 0405 occupational series. To qualify for this position at grade GS-14, you must meet Time-in-Grade requirements by 11:59 pm EST on 12/01/2020.

Applicants must meet both the basic and minimum requirements to be considered for this position.

Basic Requirements:

Possess a Bachelor's degree or higher degree with a major in an appropriate biological, medical, veterinary, or physical science, or in pharmacy that included at least 30 semester hours in chemistry and physiology and 12 semester hours in pharmacology. Evaluation of Education: The positions in this series are multidisciplinary positions, since the work involves the application of a scientific knowledge of biochemistry, physiology, pharmacology, and such related sciences as microbiology, biophysics, genetics, mathematics, and statistics. Courses in chemistry, organic chemistry, biochemistry, general physiology, and animal, human, microbial, or cellular physiology may be used to meet the 30-semester-hour requirement in chemistry and physiology. Under some circumstances, i.e., where the course work provided additional insight into the biophysical, biochemical, and physiological relationships involved, courses in such subjects as cytology, embryology, cellular or microbial genetics, and biophysics may be used to meet this requirement. Courses in pharmacology, pharmacodynamics, pharmacotherapeutic, molecular pharmacology, and
other similar subjects may be used to meet the 12-semester-hour requirement in pharmacology. Courses dealing intensively with pharmacologically-oriented subjects may also be used to meet this requirement.

Minimum Qualification Requirement:
Possess year specialized experience to the GS-13 grade level of responsibility in federal service or the private sector which includes experience in planning, coordinating, and evaluating the drug compliance or regulatory program and planning and managing project involving postmarketing drug development. This experience must be reflected in your resume. Volunteer experience can be used as qualifying experience.

In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
