Responsibilities

Serves as the Program Manager and Branch Head for the Semper Fit and Recreation Branch, Marine and Family Programs Division (MF), Manpower and Reserve Affairs Department, Headquarters Marine Corps (HQMC). Uses a superior level of expertise and interpersonal skill in Marine and Family Programs, outreach, training and education, advisement services, and specialized program and services management to provide oversight of and monitor Semper Fit and Recreation Programs that include: (1) High Intensity Tactical Training, which focuses on performance levels that support combat-specific tasks, injury prevention, and increased strength, mobility, and speed; (2) Aquatics, which focuses on military aquatics training and recreational swimming; (3) Health Promotions, which focuses on injury prevention, performance nutrition and weight management, tobacco cessation, and other areas of wellness; (4) Sports and Recreation, to include All-Marine, intramural, varsity, and youth sports; (5) Single Marine Program, which provides single Marines and Sailors with volunteer opportunities and the ability to effect change and directly influence their morale, living environment, and off-duty opportunities; (6) Deployment Support, which allows OCONUS participation in existing programs. Provides high-level guidance and serves as Marine Corps Subject Matter Expert (SME) on a wide range of Marine Corps Readiness issues, responsible for conduct of organization-wide planning, program oversight, and administration of designated program areas. Develops and revises policy directives, plans, and operational materials for the entire Marine Corps.

Serves as the Branch Head for Semper Fit and Recreation Programs to independently oversee daily operations of large-scale programming, involving significant responsibility which encompasses mission, function, operation, activity, laws, rules, and regulations authorized and funded by the agency. Develops operational guidelines for full range of actions and standards for overall Branch operations when established guidelines have not been successful, do not apply, or are not available. Determines appropriate products or services to define scope of Branch operations, requirements, and deliverables when groups have complex characteristics, i.e. such as diverse social, economic, or health problems; or needs that require combined resources of many divisions/agencies with conflicting, overlapping, and inconsistent requirements and objectives. Develops, modifies or provides input to program plans, creating successful projects to stimulate development and improvement of Semper Fit and Recreation Programs, Marine Corps-wide. Implements high visibility or complex program plans that significantly affect overall operation and credibility of the agency to meet Marine and Family Programs objectives. Coordinates and integrates Branch activities that require keen interpersonal skills to tactfully and successfully accomplish goals with various program stakeholders, negotiations with representatives inside/outside the organization, and conflict resolution of controversial disputes over applicability of guidelines and operation of programs.

Reviews proposed changes to program plans and project proposals to see that all statutory and regulatory requirements are met, and to ensure that changes do not include provisions contrary to basic law. Identifies provisions clearly not consistent with federal requirements and recommends remedial action necessary to correct inadequacies.

May work a fluctuating schedule to complete work assignments outside of the typical work week and work hours. May travel to complete work assignments, conduct, or attend conferences and meetings.

Formulates, administers, and monitors the operating and capital budget for the Branch. Identifies and establishes cost centers. Monitors expenses, and establishes proactive controls to ensure budgetary objectives are met. Takes corrective action when budget variances occur. Computes financial data and statistics to prepare reports, and forecast budgets for execution and short/long range plans. Analyzes budget plans and execution reports to identify discrepancies, needs, opportunities, and efficiencies, and initiates new practices and plans to operate more effectively. Compares current and historical data to determine trends and anticipate future Branch requirements. Presents financial briefs and reports to executive level personnel.

This is a white-collar position where occasional lifting up to 20 lbs may be required.

Qualifications

Master's Degree highly preferred. Bachelor's Degree AND five years of leadership/supervisor experience.

Demonstrated skill to serve as a Program Manager and a recognized expert to independently oversee daily operations of ongoing complex Family Readiness services and programming of large scope and/or involving significant difficulty and that encompasses: mission, function, operation, activity, laws, rules, and regulations authorized and funded by the agency.

Skill to: develop operational guidelines for a full range of actions and standards for program operations when established guidelines have not been successful, do not apply, or are not available; determine appropriate products or services to define program scope, requirements, and deliverables when customers have complex characteristics or needs that require combined resources of many divisions and agencies with conflicting, overlapping, and inconsistent requirements and objectives; develop, modify, or provide best of current successful projects to stimulate development and improvement of programs; implement high visibility or complex Branch program plans that significantly affect overall operation and credibility of the agency to meet objectives; coordinate and integrate project activities that require negotiation and resolution of conflicts and controversial disputes over applicability of guidelines and operation of programs; monitor project activities and resources to mitigate risks that can have far reaching effects on operations and/or on large groups of people.
