Summary

This position is located in the Office of the Chairman of the Federal Labor Relations Authority (FLRA or "the Authority"). The incumbent serves as the Chief of the Office of Case Intake and Publication (CIP).

Responsibilities

The Chief of the Office of Case Intake and Publication (CIP) is responsible for the timely, effective, and efficient administration and management of the Authority's case docket functions, including case documentation and tracking operations relating to the Authority's adjudication and resolution of labor-management disputes under the Federal Service Labor-Management Relations Statute (the Statute), and for special projects involving policy and/or management issues. The Chief of CIP is also responsible for the issuance of procedural orders, and issuance and publication of the Authority's decisions.

The incumbent exercises a delegation of authority from the Authority Chairman and Members to independently issue procedural orders regarding routine procedural, jurisdictional, and other issues, consistent with well-established Authority precedent; proofreads all Authority decisions before issuance and publication and makes appropriate non-substantive corrections to ensure consistency with applicable legal and drafting guides.

The incumbent manages the Authority's electronic case-tracking and eFiling systems and shares his/her programmatic expertise of the Authority's case processing to assist in the development and enhancement of those systems; compiles and verifies the accuracy of performance data for the Authority component; develops and delivers internal and external trainings on procedural and substantive issues under the Statute.

The incumbent oversees electronic and hard-copy publication activities, as well as Authority component web content for published decisions and orders; ensures that the official Authority record of each case is maintained and preserved in compliance with required records management and disposal laws and regulations; and may be called upon to direct or carry out special projects involving policy and/or management issues.

The incumbent supervises a small administrative and legal staff, and reports to the Chief Counsel to the Chairman. The incumbent prepares required budgetary documents and monitors the CIP budget to ensure that expenditures do not exceed authorized levels. Duties may involve sensitive information and access to confidential personnel files.

Probationary Period for New Supervisor - An Attorney is required to complete a single one-year probationary period in an initial supervisory or managerial position, regardless of how many agencies and positions in which the employee has served.

Trial Periods for Initial Appointment into the federal government or into the Excepted Service - An attorney who is a preference eligible is required to complete a one-year trial period. An attorney who is not a preference eligible is required to complete a two-year trial period. Employees who do not demonstrate that they are qualified for continued employment will be notified and separated before the trial period ends.

Possess a law degree (J.D) : from a law school accredited by the American Bar Association. Qualifying education must have been obtained from an accredited college or university recognized by the Department of Education. Applicants must also be member of the bar of a state, territory, the District of Columbia, the Commonwealth of Puerto Rico, or a federal court of general jurisdiction. In addition, at least 5 years of post J.D. experience is required.

Specialized Experience :

Qualifications For GS-15:

The applicant must have five years of professional legal experience or an equivalent combination of professional legal experience and education as defined below, of which three years must have been in the labor relations field or other public employment law field; or have completed one year successfully performing the same or closely-related work at the GS-14 level.

Specialized experience is defined as substantive experience: applying the Federal Labor-Management Relations Statute, supervising attorneys and other staff members, or performing work in a legal case dockets or legal publications environment.

The incumbent must possess the following knowledge, skills, and abilities required by this position:
  • Knowledge and understanding of the Federal Service Labor-Management Relations Statute.
  • Ability to research, analyze facts, draw conclusions, and devise practical solutions to complex procedural issues and prepare and present associated findings and recommendations.
  • Skill in designing, implementing, and tracking budgets and performing or leading strategic planning efforts.
  • Ability to establish and maintain effective working relationships with management officials and other individuals.
  • Ability to effectively organize, review, lead, supervise and coordinate one's own work and the work of others.

An equivalent combination of professional legal experience and education beyond the first professional law degree, of which one year must have been in the labor relations field or other public employment law field; or comparable, may be substituted for professional legal experience as follows:
  • The second professional law degree (LL.M.) which requires one full year of graduate study may be substituted for one year of professional legal experience.
  • The third professional law degree (S.J.D.) may be substituted for an additional year of professional legal experience.
TIME-IN-GRADE REQUIREMENTS: If currently employed as an attorney by the federal government you must have completed one year of time-in-grade at the next lower grade level within 30 days of the closing date of the announcement, or previously served at the same or higher grade as the position filled.
