Responsibilities

  • In this position you will serve as an Engineer or Scientist for the US Army Combat Capabilities Dev CMD, Chemical and Biological Center Engineering Directorate at Aberdeen Proving Ground, MD.
  • Responsible for managing complex technical programs or projects important to optimizing operational performance, reliability and sustainment of Center products and systems.
  • Work involves systems and program analysis of new equipment, material, projects, or processes that significantly applies to the Chemical Biological (CB) product acquisition life-cycle.
  • Formulates and conducts a systematic Research and Development approach to a problem area of considerable scope and complexity typically requiring a series of comprehensive and conceptually related phases and studies.
  • Formulates and develops new methods and techniques to carry out investigations in areas where precedents are scanty, inappropriate or nonexistent.
  • Develops complex methodologies or results that are of such scope and impact as to require attentions of others in the field.
  • Serves as Research and Development lead and authority across the CB Defense Program Enterprise through invited requests to serve as a subject matter expert by government, academic, and industrial organizations.
  • Plans work to be accomplished by subordinates. Sets and adjusts short-term priorities. Prepares schedules for completion of work.
  • Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
  • Develops performance standards and evaluates work performance of subordinates.
  • Gives advice or instruction to employees on work and administrative matters. Interviews candidates for positions. Hears and resolves complaints.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • This position requires Level III Certification in the Acquisition Career Field SPRDE-Systems Engineering or Program Management dependent on the focus and needs of the position within 24 months of entrance on duty.
  • Extended probationary period for the Engineer and Scientists Occupational Family is three years.

In order to qualify, you must meet the education and experience requirements described below. Qualified candidates must meet the Basic Requirement for the General Engineer, Mechanical Engineer, Computer Engineer, Chemical Engineer, Physical Scientist, Chemist or Biological Scientist position.

In addition to meeting the Basic Requirement, applicants must have one year of specialized experience at the DB-02 (GS-11 grade level) or higher equivalency in (1) managing complex technical programs or projects, conducting a systematic research and development approach to a problem area of considerable complexity, and developing new methods and techniques to carry out investigations in areas where precedents are scanty, inappropriate or nonexistent; (2)Leads or consults on the analysis, design, programming, debugging and modification, of software enhancements and/or new products used in local, networked, or Internet-related computer programs; (3)Interacts with users to define system requirements and/or necessary modifications; Experience in a customer-facing environment; and provide technical leadership and coordinate the activities of lower level engineering staff; and (4)Using current programming language and technologies, writes code, completes programming, and performs testing and debugging of applications; providing clear, objective guidance based on knowledge of cloud technologies; Experience with cloud modernization strategies, techniques and architectures; and migration and integration of applications and data in the cloud.

800 Series Basic Education Requirement for an Engineer:

A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1.Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2.Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.

3.Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.

4.Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

OR

1301 Series Basic Education Requirement for a General Physical Scientist:

A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

OR

1320 Series Basic Education Requirement for a Chemist:

A. Degree in physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.

OR

B. Combination of education and experience -- course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.

OR

0401 Series Basic Education Requirement for a Biological Scientist:


A. Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

B. Combination of education and experience in courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
