Duties

Summary

You will serve as the Director of Maintenance for Naval Aviation in the Fleet Readiness Centers (FRC), Naval Air Systems Command (NAVAIR). You will provide naval aviation acquisition and in-service decision makers with the support necessary to maximize the supportability/maintainability of our aircraft, weapons, and other systems delivered to our Sailors and Marines at the lowest possible cost. The position is a direct report to the Executive Director, FRC who serves as an SES (Tier 2).

Responsibilities

  • You will function and operate across the Naval Aviation Enterprise (NAE) ensuring maintenance planning efforts define and specify measurable supportability performance requirements, sustainment support resources; influencing future NAE products.
  • You will be responsible for developing the people, skills, knowledge, policies, processes, and procedures required to design supportability into weapon systems, using a disciplined systems engineering process.
  • You will provide maintenance planning technical assistance to programs, promote supportability goals and emphasize effective resource management.
  • You will coordinate with external agencies and organizations to promote the advancement of maintenance planning standards and tools.
  • You will be responsible for four (4) direct reports, with overall responsibility for approximately 450 civilians and influence an annual budget, of more than $3 Billion, within the Fleet Readiness Centers.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Life Cycle Logistics Level III. Certification is required within 24 months of appointment.
  • This position is a designated Critical Acquisition Position (CAP). You must be a member of the Acquisition Corps, become a member, or obtain a waiver at the time of selection and sign a three-year tenure agreement prior to assuming the position.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the Mandatory Technical Qualifications will eliminate you from consideration.

MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.)

1. Expert knowledge of advanced concepts, theories, principles, and practices of maintenance planning. Must possess expertise to establish effective program policies and procedures in support of influencing maintenance planning decisions and assessment of the sufficiency of the maintenance program of naval aviation systems and platforms.

2. Expert knowledge and mastery of acquisition and in-service sustainment skills, principles, and practices involved in the professional leadership, management, and motivation of a large and technically diverse team of senior engineers, logisticians, and analysts.

3. In-depth knowledge and application of the tools and standards fundamental to maintenance, such as: Failure Mode Effects and Criticality Analyses; Level of Repair Analyses; Reliability Centered Maintenance; and GEIA-STD-0007, Logistics Product Data.

4. A thorough understanding of the interrelationships of sustainment concepts and requirement characteristics with other professional disciplines (e.g., program management, logistics, engineering, contracting) to resolve complex problems, serve as technical consultant, and meet the needs of customers.

5. Ability to provide decision makers with a series of alternatives to optimize and improve maintenance efficiencies and sustainment costs in both the near term and long term for specified systems, and across the Naval Aviation Enterprise (NAE).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

This position is a Senior Level (SL) position in the federal government. SL employees are in non-executive positions whose duties are broad and complex enough to be classified above GS-15 level. SL positions involve highly specialized and complex work. SL positions may include some supervisory and related managerial duties, provided that these duties occupy less than 25 percent of the incumbent's time. SL members are independent advisors or technical experts and do not involve fundamental research and development responsibilities. SL positions are in the competitive or excepted service.

You will be evaluated for this job based on how well you meet the qualifications above.

Applicants that meet the basic qualifications requirements will be evaluated based on the quality and extent of their experience, training, and/or education indicated on their resume and the qualification responses described in the separate narrative statement. Resumes will be evaluated by a rating and ranking panel, and highly qualified candidates may be invited to participate in a structured interview. The Ad-hoc Executive Resources Board (AERB) will review results and make recommendations on final selections to the approving authority.
