Responsibilities

This position is being filled under DoD Modified Direct Hire Authority, Section 1109; PL, 116-92, dated 12/20/2019.

As a CONTRACT OFFICER REPRESENTATIVE at the NH-1101-4 some of your typical work assignments may include:
  • Serves as an expert in acquisition primarily responsible for inspection, review and verification of contractor's work efforts, deliverable products and services, reports, plans and invoices under assigned contracts. Contracts are for complex MDA requirements with high risks to cost, schedule and/or performance.
  • Provides post-award support to the Procuring Contracting Officer (PCO) and program office for surveillance of contractor performance and other COR duties as delegated.
  • Provides guidance to the contractor and initiates corrective action with concurrence of the PCO to ensure all defects and omissions are corrected and completed.
  • Serves as liaison between contractors and the PCO to identify and resolve issues.
  • Critically analyzes Earned Value Management System (EVMS) data, cost performance reports, integrated master plans/schedules and other relevant program data.
  • Provides support and guidance concerning all aspects of acquisitions, consisting of acquisition planning, pre-award, post-award, source selection, cost-reimbursement contracts, award fee, and incentive contracts.
  • Ensures successful contract completion consistent with the Federal Acquisition Regulation and its supplements.
  • Provides guidance, evaluation criteria, planning, coordinating, and supporting negotiation of multiple contracts and research and development procurements.
  • Provides direction, guidance, and coordinates required Contractor Performance Assessment Rating (CPAR) and acts as a liaison between the contractor, the PCO and the program office to ensure timely completion.

Qualifications

You may qualify at the NH 04 , if you fulfill the following qualifications:One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below:
  • Experience applying knowledge of the Federal Acquisition Regulation and the DoD supplement.
  • Experience managing complex Federal contracts.
  • Experience applying expert knowledge of acquisition and performing oversight of contracts, to include contracts with high risk relative to cost, schedule and/or performance.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.

CRITICAL ACQUISITION POSITION (CAP). Selectee for this position will be required to sign a written agreement to remain, for a minimum of three years, in the federal service in this critical acquisition position.

ACQUISITION POSITION: This position requires Acquisition Workforce Level III in Contracting or Program Management. Certification prior to hiring is not essential but must be accomplished within 24 months after entry into this position.
