Responsibilities

Serves as Management & Program Analyst within the Policy and Innovation Division, AIR-600. The incumbent will routinely and independently provide a full-range of management, administrative and program support activities to the division and serves as the Program Analyst responsible for executive-level administrative activities for the Chief Scientific and Technical Advisors (CSTA) Program.

The incumbent manages a variety of administrative support programs such as, fund certification of travel funds, records management, and property inventory. Assists in monitoring business plan objectives, coordinating international and domestic-related travel documents, managing logistic activities for workshops, reviewing time and attendance, managing the CSTA SharePoint site. Serves as Purchase Credit Cardholder and performs all associated activities for purchase and validation.

Identifies relevant data, prepares reports, and presents the data using various methods and media, such as tables, graphs, charts, etc. Conducts analytical studies of processes, operations, and/or management services to evaluate program effectiveness and/or to recommend improvements to management processes, including answering requests for data calls and/or related information. Activities include but are not limited to assisting with on-boarding and off-boarding activities for new employees, developing and preparing internal controls, program status reports, data analysis and statistical charts and graphs. Applies policies and procedures to plan and implement activities to streamline and improve efficiency and customer service within the division. Assists with information management, data gathering, research and analysis. The incumbent frequently consults with senior technical experts and internal customers in support of the division's program related activities.

Applies experience and detailed knowledge to plan and accomplish administrative tasks. Typical assignments may include: compiling, tracking, and analyzing data; conducting research; applying policies and procedures; providing advanced computer assistance; scheduling meetings; preparing correspondence; providing written or oral explanations of administrative policies; maintaining records; assisting with the coordination of new office policies and systems; and working with high-level and lower-level professionals in day-to-­day operations. Handles special assignments of a confidential nature discretely, ensuring information and actions are accurate, timely, applicable, maintained on a need-to-know basis, and securely stored. Ensures Vital Records are current, and back-up copies are maintained. Prepares spreadsheets, correspondence, presentations, graphs, etc. utilizing various computer software applications in order to support management in tracking and managing various administrative and operations programs and projects, and responding to high visibility issues.

In collaboration with supervisor, articulates and communicates assignments to the Program Manager. Incumbent articulates the project, problems to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Monitors and reports on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines and quality have been met. Facilitates teams in identifying interrelated processes, drawing conclusions and recommending appropriate actions to improve process effectiveness, efficiency, and productivity of administrative programs.

Established policies/procedures provide guidance for most assignments, but allow some discretion for employee to select the most appropriate approach(es).Typically receives guidance on selecting approaches from a manager, project/program manager, team leader, or more experience professional.

Qualifications

Candidates must have one year (52 weeks) of specialized experience equivalent to the next lower level (FV-G, FG/GS-10/11) that is typically in or related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform in this position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized experience is defined as, but not limited to knowledge of, and expertise in, gathering facts and using effective analytical and evaluative methods to accurately assess information.

Washington, District of Columbia: $72,611.00 to $112,551.00 includes 30.48% locality pay

Des Moines, Washington: $70,685.00 to $109,566.00 includes 27.02% locality pay

Burlington, Massachusetts: $71,848.00 to $111,369.00 includes 29.11% locality pay

Kansas City, Missouri: $65,282.00 to $101,190.00 includes 17.31% locality pay

Oklahoma City, Oklahoma; $64,525.00 to $100,017.00 includes 15.95% locality pay

Fort Worth, Texas: $69,550.00 to $107,806.00 includes 24.98% locality pay
