Responsibilities

As a Survey Statistician you will:
  • Serve as an expert advisor and consultant on analytical and statistical issues and concerns, advising the Division and NCHS leadership on complex issues involved in collecting, producing, and analyzing health and nutrition examination statistics.
  • Serve as an expert advisor to the Division and NCHS leadership on technical issues relating to the application of mathematical and statistical principles and concepts to the design, planning, development and conduct of the National Health and Nutrition Examination Survey (NHANES).
  • Provide expert technical advice and guidelines on statistical issues for nationally representative surveys such as NHANES, including measurement of sampling and non-sampling error, the assessment of the risk for bias, and determining the effects of different sources of error of estimation and inference.
  • Conceive, design, plan, and implement research programs using new and emerging statistical techniques and processes for the analysis of health and nutritional data. Examples of such research topics include variance estimation procedures for data from complex surveys, analysis of combined multiple years of survey data, survey non-response bias analysis, combining survey data collected using multiple modes, development of weights for multi-mode surveys and survey subsamples, small area population estimation, multiple imputation, and curve smoothing techniques.
  • Plan and develop the Division's statistical research program, and any respective reports, to evaluate and improve existing data collection, data quality and reliability, and statistical computation procedures for health and nutrition examination statistics.
  • Represent DHANES at professional meetings, conferences, and on high level task forces and committees, presenting the viewpoint of the Division and Center with the authority to speak for NCHS.
  • Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work, when necessary. Assign work to subordinates based on priorities, considering difficulty and requirements of assignments as well as the capabilities of employees.

Qualifications

BASIC QUALIFICATIONS: Applicants must have successfully completed a degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements of business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.
OR
Have a combination of education and experience of courses as shown above, plus appropriate experience or additional education. The experience includes a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

ADDITIONAL QUALIFICATION: Applicants must also have at least one year of specialized experience at or equivalent to the GS-14 level of difficulty and responsibility in the Federal service as defined in the next paragraph.

Specialized Experience: Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience in advising and consulting on survey sample design methodology, sampling and non-sampling errors, and assessment of risk for bias.
