Responsibilities

Serves as Supervisory Senior Financial Analyst with responsibility for providing subject matter expertise and recommendations for financial operations and activities of Marine Corps Community Services (MCCS). Acts as a subject matter expert on matters pertaining to fiduciary management policies, missions, objectives, resources, responsibilities and performance.

Provides support to the Chief Financial Officer (CFO) in programming, budgeting, financial reporting and analysis; productivity programs; and internal management controls for MCCS.

Assists the CFO as a key facilitator and relationship manager to the Installation CFO Community and MCCS leadership, providing for coordination of the programming, budgeting, financial reporting and analysis; productivity programs; and internal management.

Serves as a recognized expert, coordinating the flow of information from and to the CFO and Director (MR), with regard to installation or regional combined alignment efforts for developing, coordinating, integrating and implementing financial management and revenue systems and processes into effective and efficient financial operations in full compliance with Department of Defense (DoD), Department of Navy (DoN), and Office of the Secretary of Defense (OSD) policies, plans and programs. Coordinates existing working groups or task forces incorporating the impact of financial policies, financial systems, fiscal operations and revenue sources and distribution on governance programs, strategies, policy development and execution. Conducts briefings to inform and advise MCCS leadership of emerging financial issues and current efforts of critical issues or anticipated problems.

Reviews, prioritizes and recommends courses of action on financial issues impacting planning, implementation, and evaluation of the Marine Corps-wide initiatives, as assigned. Proposes actions and recommendations for accuracy, responsiveness, and comprehensiveness; and for impact on both short and long term directorate strategies and objectives. Responsible for revising complex financial materials when additional or clarifying information is necessary. Exercises sound functional judgment in prioritizing and resolving issues resulting from approval of courses of action for MCCS. Ensures that sensitive issues are handled in a manner that honors the trust and confidentiality required by the inherent nature of a situation or issue.

Advises on critical issues resulting from conferences or committee meetings and recommends follow up actions.

Assists in the monitoring of and evaluation of programs, projects or initiatives and processes by providing functional expertise and advisory services to include appropriation law, financial accounting standards and principles, business practices and techniques, and accounting and/or entitlement systems.

Works with project managers and customers to ensure financial initiatives are integrated into a master integration tool. Provides advice and assistance to implement short and long term strategies that re-shape and modernize MCCS accounting and finance processes, and the use of product delivery systems to ensure MCCS achieves the highest level of competitive excellence. Identifies actions required to sustain a continuous and positive movement in business process efficiency and productivity throughout all organizational elements within MCCS.

Reviews costs, savings, and revenue estimates prepared by other organizational elements within the Marine Corps, and incorporates them into overall assessments and recommendations provided to the CFO, Director (MR) and MCCS Leadership.

Coordinates on the preparation of information/briefings/presentations for use by MR Deputies and other senior management officials. Prepares briefings, reports, or other necessary documentation to update leadership on MCCS financial operations. Prepares written responses to external inquiries on MCCS operations. This may include Congressional inquiries, tasking's, etc.

Ensures that internal controls are developed, maintained and evaluated in accordance with Department of Defense, Marine Corps, and other Federal statutes and regulations.

Supervises employees to include: assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, completing performance reviews and signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment. Must be alert to alcohol abuse, and take appropriate action.

May be required to lead teams of subject matter experts developing organizational initiatives. Provides guidance/advice on corporate goals and strategies.

May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours. May travel to complete work assignments.

EVALUATIONS:

Qualifications

Masters of Business Administration in Financial Management and/or CPA certificate is highly preferred. Bachelor's Degree in a related financial field appropriate to the work of the position AND ten years of executive financial experience OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills and abilities equivalent to that gained in the above.

Knowledge of finance and accounting standards and theories, principles and practices in order to complete difficult assignments relative to planning, developing and implementing strategies throughout MCCS. Demonstrated ability to interpret finance and accounting management regulations, statutory requirements and other governing guidance.

Ability to serve as a consultant to management officials regarding the management and oversight of innovative accounting and finance initiatives. Knowledgeable of Project Management principles, techniques, and tools for managing large scale multifaceted projects. Techniques and tools include MS Project or other similar software for establishing timelines, major events, and interdependencies.

Exhibits knowledge of the MCCS mission, functions, and programs to provide expert advice and guidance on finance and accounting strategies and the impact to initiatives of legislation, policies, regulations, procedures, processes, systems and business partners have on the implementation and relationship to Marine Corps, DoD activities and private industry. Knowledge of concepts, principles and techniques of disciplines such as economics, statistics, data processing and information technology to the analysis of customer requirements and development implementation of strategies.
