Summary

This position is part of the Office of the Chief Information Officer, Cybersecurity Division. The incumbent will be responsible for a wide range of complex assignments/projects relative to information systems and cybersecurity matters.

GS-11: $72,030 - $93,638
GS-12: $86,335 - $112,240
GS-13: $102,663 - $133,465

Responsibilities

  • Serves as a point of contact for the Cybersecurity Division as required for coordination, implementation, and/or enforcement of assigned information cybersecurity policies and portfolios.
  • Leads or performs implementation activities.
  • Institutes measures to ensure awareness and compliance.
  • Identifies the need for changes based on new security technologies or threats.
  • Reviews new systems, networks, and software designs for potential security risks.
  • Resolves integration issues related to the implementation of new systems with the existing infrastructure.
  • Reviews and evaluates security incident response policies.
  • Responsibilities described are for the full performance level (GS-13) of the position.

Qualifications

In addition to meeting specialized experience requirements, individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Specialized Experience : Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled.

For the GS-11:

A. Applicants for the GS-11 grade level must possess one year of specialized experience equivalent to at least the GS-09 grade level. Specialized experience for GS-11 grade level for this position includes but is not limited to:
  • Applying security principles to common structures, processes and techniques of IT system development, operations and maintenance; and interpreting IT security principles and directives.
  • Providing input on policies and procedures for compliance with organization and/or vendor managed external systems.
  • Applying knowledge of the Department of Homeland Security's (DHS) Continuous Diagnostics and Mitigation (CDM) program, Information Security Continuous Monitoring (ISCM) and associated Risk Management framework as prescribed by OMB, DHS, and NIST Special Publication 800-137 and supplemental directives, standards, policy, and guidance to ensure appropriate security posture is maintained for large General Support Systems, Major Applications, and contractor managed systems.
  • Managing IT projects that require a range of knowledge of computer requirements and techniques.
OR

B. Applicants may substitute a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field.

OR

C. Applicants may substitute an equivalent combination of specialized experience and education as described above. For the GS-12:

A.Applicants for the GS-12 grade level must possess one year of specialized experience equivalent to at least the GS-11 grade level. Specialized experience at the GS-12 grade level for this position includes but is not limited to:
  • Applying security principles to common structures, processes and techniques of IT system development, operations and maintenance; and interpreting and analyzing IT security principles and directives.
  • Providing input on policies and procedures to ensure compliance and/or demonstrating knowledge of organization and vendor managed external systems.
  • Applying the Department of Homeland Security's (DHS) Continuous Diagnostics and Mitigation (CDM) program, Information Security Continuous Monitoring (ISCM) and associated framework as prescribed by OMB, DHS, and NIST Special Publication 800-137 and supplemental directives, standards, policy, and guidance to ensure appropriate security posture is maintained for large general support systems, major applications, and contractor managed systems.
  • Applying security controls to service provider managed or cloud computing technologies.
  • Managing multiple IT projects that require a range of knowledge of computer requirements and techniques.

For the GS-13:

A.
Applicants for the GS-13 grade level must possess one year of specialized experience equivalent to at least the GS-12 grade level. Specialized experience at the GS-13 grade level for this position includes but is not limited to:
  • Applying security principles to common structures, processes and techniques of IT system development, operations and maintenance; and interpreting and analyzing IT security principles, and directives.
  • Providing input on strategies, policies and procedures to ensure compliance, and demonstrating technical knowledge of organization and vendor managed external systems.
  • Experience applying the Department of Homeland Security's (DHS) Continuous Diagnostics and Mitigation (CDM) program, Information Security Continuous Monitoring (ISCM) and associated framework as prescribed by OMB, DHS, and NIST Special Publication 800-137 and supplemental directives, standards, policy, and guidance to ensure appropriate security posture is maintained for large general support systems, major applications, and contractor managed systems.
  • Applying security controls to service provider managed or cloud computing technologies.
  • Overseeing and managing multiple IT projects that required a range of knowledge of computer requirements and techniques.
  • Experience interpreting government-wide information security guidance and the application of information in establishing standards, policies, and guidelines to ensure appropriate implementation and compatibility.

Additional information

The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

Stipulations of Employment:

Selection may require completion of a 1-year probationary period.
