Responsibilities

• You will provide technical expertise and development capability in all phases of software design, development and validation, verification and evaluated level of assurance.
• You will perform and lead others in research and development of software designed to exploit adversary vulnerabilities.
• You will write scripts and develop software utilities to automate analysis efforts.
• You will develop algorithms and methods for detecting and preventing network attacks.
• You will perform analysis and reverse engineering of source code.
• You will use multiple programming languages (C, C++, C#, Objective C, Perl, Python, Java, JavaScript and/or assembly language) to develop and maintain custom code.
• You will analyze network traffic and associated protocols including attack and defense methodology on high-risk networks.
• You will perform the full range of supervisory duties including assigning personnel resources to meet production demands.
• You will provide technical guidance, personnel management, performance management, position management, oversee training, recommend promotions, approve leave, recommend awards, resolve disciplinary issues, and administer EEO policies.

• This position may require less than 10% travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You must be willing to undergo and successfully complete a Counterintelligence (CI) scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.

• This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 621 within 12 months of appointment.

Qualifications

BASIC REQUIREMENTS:

All applicants must meet the basic requirements in order to qualify for this position.Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

Evaluation of Education:

Applicants should have sufficient knowledge to understand the fundamental concepts and techniques of computer science. Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and to other specialized fields are acceptable. Courses or experience in teaching elementary, business, or shop mathematics are not acceptable. In addition to the Basic Requirements:

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by:

• Expertise with development of algorithms and methods for detecting and preventing network attacks;
• Developing and maintaining custom code to analyze network traffic and associated protocols including attack and defense methodology on high-risk networks;
• Expertise in software testing procedures, code verification and validation;
• Expertise with computer theory, algorithms, data structures, programming concepts and languages and computer architecture;
• Providing oversight of teams in identifying vulnerabilities in software code of IP-based and other mission networks, and developing potential options for exploiting those vulnerabilities;
• Using C, C++, C#, Objective C, Perl, Python, Java, Javascript, and/or assembly language;
• Performing supervisory duties such as providing technical leadership and guidance, assigning and prioritizing work, position management, evaluating work performance of subordinates and resolving disciplinary issues;

This is a permanent Cyber Excepted Service appointment, Work Category Supervisory/Management, Work Level 3 (Senior), GG-1550-14.

This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.

This position is covered by the Department of Defense Priority Placement Program.
