Summary

This position is part of the Office of the Secretary of Interior, OCIO, Cybersecurity Division. The incumbent provides leadership in the Department of the Interior's (DOI) Enterprise Incident Management and Cyber Incident Response capabilities and interfaces with external agencies and internal Bureau/Office security teams for Incident Response functions. The incumbent also performs the role of Incident Commander during critical Cybersecurity incidents that impact DOI.

Responsibilities

  • Ensures the confidentiality, integrity, and availability of systems, networks, and data through the planning, analysis, development, implementation, maintenance, and enhancement of information systems security programs.
  • Develops policies, plans, and procedures to ensure the continued reliability, security and accessibility of systems, network, and data infrastructure.
  • Leads departmental deployment of security systems technologies for a variety of administrative, financial, technical and security applications; and provides authoritative input on all matters pertaining to security services.
  • Promotes the awareness of cybersecurity issues ensuring sound security principles and assures appropriate project and resource integration are documented and justified.
  • Translates strategic plans and technical guidance into objectives, strategies, and architectural guidance to support IT information security services.
  • Ensures critical mission systems are in compliance and consistent with the Department's IT Security Program and enhance interoperability and integration for business applications and IT infrastructure.

Qualifications

In addition to meeting the specialized experience for the GS-14 grade level, individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Specialized Experience for the GS-14 grade level:

Applicants must have one year of specialized experience equivalent in difficulty and complexity to the GS-13 level in the Federal service.

Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, this requirement involves experience applying security principles to common structures, processes and techniques of IT system development, operations and maintenance; conducting analysis and interpretation of IT security principles and directives; developing strategies, policies and procedures to ensure compliance; experience working with vendor managed external systems; experience in applying the Risk Management framework and ability to ensure appropriate security posture is maintained to large general support systems, major applications, and contractor managed systems with a focus on continuous monitoring according to NIST, OMB and DHS guidance and framework; experience with service provider managed or cloud computing technologies and the application of security controls within them.

Additional information

The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

Stipulations of Employment:

Selection may require completion of a 1-year probationary period.
