Summary

This position is located in the Centers for Medicare & Medicaid Services, Center for Consumer Information and Insurance Oversight, Marketplace Information Technology Group, Division of Marketplace Information Technology Development, and the Division of State Information Technology Support.

As an Information Technology Specialist (Systems Analysis), GS-2210-9, you will perform routine duties related to the design, development, and implementation of new and modernized HHS IT systems.

Responsibilities

  • Conducts routine studies and tests for the purpose of evaluating the system, hardware, and software.
  • Prepares documentation of HHS systems and processes in assigned area of responsibility.
  • Reviews IT policies, standards, and guidelines relating to systems, hardware, and software in order to apply current agency standards to all phases of the system development lifecycle.
  • Performs systems analysis and procedure development required to implement and maintain projects.
  • Develops application systems design and systems requirements specifications for the implementation of appropriate agency managed care systems.

In order to be considered, you must have IT-related experience demonstrating each of the four competencies listed below:

1. Attention to Detail - Is thorough when performing work and conscientiously attends to detail.
2. Customer Service - Works with clients and customers (that is, any individual who uses or receives the services or products that your work or unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems or satisfy their expectations; knows about available products and services; and is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues; and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to the qualifications above, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-07 grade level in the Federal government, obtained in either the private or public sector, to include:
1) Providing technical analysis, advice, guidance, and recommendations to senior IT subject-matter experts;
2) Providing assistance to customers resolving computer or software issues or problems;
3) Assisting with migrating data from various database systems; and
4) Assisting with IT project planning by ensuring deliverables are met
- OR -
Substitution of Education for Experience: You may substitute education for specialized experience at the GS-09 level by possessing a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related to the position being filled.
- OR -
Combination of Experience and Education: Only graduate education in excess of the amount required for the GS-07 grade level may be used to qualify applicants for positions at the grade GS-09. Therefore, only education in excess of 1 full year of graduate level education may be used to combine education and experience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.

Education

Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements:
All academic degrees and coursework must be from accredited or pre-accredited institutions
Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
