The Capture Manager is opportunity focused and manages the contract capture process from pre-RFP strategy development through award and launch, largely engaged in Federal pursuits. The role of the Capture Manager is to organize and coordinate all of the activities required to pursue a business development opportunity and support the preparation of a proposal. This position can be based anywhere in the field, however, the preferred location is the Washington DC area. ESSENTIAL DUTIES AND RESPONSIBILITIES Includes the following: The Capture Manager is responsible for developing the bid strategy, keeping senior management briefed on bid progress, and overseeing proposal contributors for planning and development. Will lead meetings with the customer and approve any customer communications such as those prepared in response to an RFI, Capabilities Summary, White Paper, et cetera. The Capture Manager bridges the gap between marketing activities and proposal development and is responsible for totally capturing a piece of new business. Lead complex captures resulting in winning proposals on highly competitive RFP's. Develops a high "Probability of Win" for those opportunities selected for capture and bid. Identifies gaps and emerging requirements, performs market and economic analysis, conducts business intelligence, designs and executes formal capture plans, and monitors competitor activity for each capture. Coordinates pre-proposal and proposal activities with internal partners and any major subcontractor or consultant effort. Leads business planning activities, to include periodic pipeline reviews, bid agenda development, opportunity gate reviews, and proposal reviews. Interacts routinely with all levels of management, functional POCs, staff, and customers, and follows through on tasking. Briefs capture status to executive at specified milestones in the capture process. Conducts after action reviews for all business opportunity capture participants to document lessons learned and identify necessary adjustments to capture technique, strategy, and actions. Participates in and/or attends bidder conferences, oral presentations, or site surveys. SUPERVISORY/MANAGEMENT AUTHORITY There is no direct supervisorial or management authority. Candidate will be required to lead and manage geographically dispersed cross-functional teams in a matrix environment. EDUCATION AND EXPERIENCE Bachelor's degree in a related field 7+ years of related experience in capture management, business development, and federal market experience focused on growth An Active Secret clearance or the ability to obtain is required. KNOWLEDGE, SKILLS AND ABILITIES Proven leadership skills in developing, organizing, and executing significant capture activities, including building industry teams, assessing win probability, and ensuring timely execution of customer call plans to win business with new and existing customers. Proven record of success in managing complex, technical capture projects throughout the Federal Acquisition lifecycle from qualification to award. Extensive knowledge, experience, and success in winning captures of at least $30M to $50M. A working knowledge of government and military contracts, GSA and FAR with demonstrated experience in implementation of Shipley process. Demonstrable understanding of all contract types (non-IDIQ, IDIQ - single or multiple award contracts), as well as payment types (eg, FFP, T, cost plus). Proven and proactive history of problem solving and winning bids. Advanced training in Capture Management and Winning strategies is preferred. Ability to lead geographically dispersed cross-functional teams. Ability to gain internal support, operate independently with limited supervision and feedback, and establish a solid working relationship with technical staff, division managers, support services and peers. Ability to create tools and processes to dissect a business development pursuit and map out a relationship plan, competitive positioning, contracting guidance, price to win, proposal win themes, etc. Ability to lead a cross-functional and cross-organizational program team to meet both contract requirements and business objectives. Ability to use automated tools such as Salesforce, Microsoft Office and Teams to present ideas, information, and reports. Behavioral skill requirements include sound business judgment, keen conceptual skills, intellectual discipline, self-confidence, imagination, well-developed management skills, and the personal ambition to play a major role in the growth and success of an innovative infrastructure company with a strong heritage for quality and responsive service. Must have excellent interpersonal skills, the ability to solve complex problems and high a high sense for business acumen. Must be confident and experienced in dealing with senior executives with the ability to multi-task and work efficiently in a fast-paced, time sensitive environment. WORK ENVIRONMENT Work is primarily performed in a climate-controlled office setting. Candidate must have the ability to travel as necessary up to 25% per month.
