Leads USROs engaged in the maintenance, major repair and operation of heating, ventilation, air conditioning and refrigeration systems and equipment.

Responsibilities

  • Work is performed at the Headquarters Complex buildings.
  • Works under the supervision of the USRO Supervisor, who assigns work orally or in writing, and inspects work to ensure it meets trade standards and safety measures.
  • Works with and leads a group of USROs in maintenance, repair and operation of pumps, compressors, fans, electronic pneumatic controls, drinking water systems and other heating, air conditioning, ventilation and refrigeration systems and equipment.
  • Establishes and maintains the pace for members of the group. Assigns specific tasks to subordinates and inspects work for compliance with trade standards. As requested by supervisor, recommends performance ratings and other personnel actions.
  • Ensures the proper use, maintenance and storage of materials and equipment and sees that safety practices are adhered to.
  • Obtains necessary supplies, equipment and materials. Guides include work orders, sketches, specifications and trade techniques.
  • Schedules tours of the building, performs inspection on assigned shift to determine operating performance of equipment. Performs boiler room and compressor room watch.
  • Uses application software (e.g., Computer-Aided Design (CAD) and SSA CAD Standard guidelines) to view, read and print drawings for use in maintaining building management systems.
  • Occasionally performs other duties as assigned. May perform timekeeping duties and maintain records of daily production and other incidental records as needed. May substitute for shift supervisor as required.

  • This is an emergency/mission critical position. Incumbent may be called to work after hours, on weekends and holidays.
  • USROs may be required to report to work or remain at workstation to perform critical services when employees are generally excused for all or part of a workday because of hazardous weather and other emergency situations.
  • In case of snow, USROs may be required to report during irregular hours and travel in hazardous weather conditions.
  • USROs are on call 24-hours a day, 7-days a week and/or according to rotational schedules.
  • May substitute for shift supervisor as required.

Ability to Lead Others in the Performance of USRO Work

This is the OPM-required Screen Out and means you must demonstrate extensive knowledge of the USRO trade and provide guidance and leadership to others performing the same type of work.

Duties of a wage leader include (1) relaying supervisor's instructions and assigning immediate tasks to be performed; (2) working with the team and setting the pace; (3) demonstrating proper work methods; (4) ensuring plans, blueprints, materials and tools are available; (5) obtaining information or decisions from supervisors on problems that come up during the work; (6) maintaining a current trade knowledge and providing information to others on procedures, instructions and/or technical orders; (7) ensuring there is enough work to keep everyone busy; (8) checking work in progress and when finished to ensure sequence, procedures, methods and deadlines have been met; (9) directing or advising others to follow instructions and to meet deadlines; (10) ensuring safety and housekeeping rules are followed (e.g., safety limits of machines are not exceeded and tools are maintained and stored properly); (11) reporting to supervisors on status and progress of work and/or causes of work delays; and (12) answering questions of supervisors on overall work operations and problems, such as unanticipated delays or additional on-the-job training requirements for individual employees.

AT A MINIMUM, you must have extensive knowledge of the USRO trade AND provide guidance or leadership to others on at least an as-needed basis(such as for a special assignment OR in the unplanned absence of the assigned work-leader).

Use of Measuring Instruments - at a minimum you must demonstrate skill in using USRO measuring instruments to perform common-to-complex maintenance and repair of utility systems with general guidance only for new or unusual tasks.

Ability to Interpret Instructions - at a minimum you must demonstrate skill in interpreting common-to-complex USRO instructions with general guidance only for new or unusual tasks.

Ability to Use and Maintain Tools and Equipment - at a minimum you must demonstrate skill in using USRO tools and equipment to perform common-to-complex USRO workwith general guidance only for new or unusual tasks.

Knowledge of Materials - at a minimum must be able to choose and use most or all types of USRO materials and perform common-to-complex USRO work with guidance only for new or unusual tasks.

USROs work within a comprehensive space utilization control and improvement program for assigned building(s) by using application software (e.g., Computer-Aided Design (CAD) and CAD standard guidelines) to view, read and print drawings for use in maintaining SSA's facilities space management system.

Knowledge of basic architectural and engineering terminology, drawings and recognized drawing standards to use the SSA CAD application and to interpret applicable building construction and renovation specifications. Formal AutoCad training is required and must be administered from an accredited Autodesk training center with an SSA-approved CAD training curriculum.
