Summary

This position is with the Department of Commerce, International Trade Administration, Enforcement and Compliance (E&C), Office of Anti-Dumping/Countervailing Duties (AD/CVD) Operations located in Washington DC. The purpose of this position is to assist staff with SAS programming issues used to conduct AD/CVD analyses. The incumbent also maintains the market economy and non-market economy AD SAS programs, implements updates and modifications to these programs and conducts SAS training for staff.

Responsibilities

  • The incumbent will be responsible for maintaining and upgrading the SAS Anti-Dumping (AD) programs used in the analysis and calculation of AD margins.
  • The incumbent conducts formal and informal SAS training for staff well as carrying out special assignments as needed.
  • The incumbent ensures that all Anti-Dumping (AD) margin calculations using SAS software are accurate and in accordance with the statute and regulations.
  • The incumbent will improve already existing SAS AD programs due to statutory, regulatory and/or SAS coding changes.
  • The incumbent resolves and tracks all programming issues/errors identified by staff or appearing in comments or submissions from interested parties.
  • The incumbent works with staff to develop SAS code to address case-specific programming issues. If special programming language is needed, the incumbent will provide this to staff and determine its applicability to generic SAS programs.
  • The incumbent prepares SAS programming language that routinely yields outcomes consistent with AD methodologies.
  • The incumbent creates and modifies SAS programming language to reflect recent and upcoming AD methodological changes.
  • The incumbent will collect, review, and provide advice on any proposed changes from staff to the standard programs with an eye to improving, correcting, and making the program more efficient and effective in completing AD analyses.
  • The incumbent will monitor error allegations and corrections from AD review panels to identify common computer calculation problems and solutions and its effect on the standard programs.
  • The incumbent will offer special courses or other forms of training when significant changes are made to the standard programs or when new computing functions or tools are developed.
  • The incumbent provides technical support to the organization via the performance of special projects, as required.

Qualifications

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below.

Specialized Experience:
GS-14: You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing the following duties:
  • Analyzing U.S. Antidumping and Countervailing Duty (AD/CVD) cases through research and interpretation of statistical data and information;
  • Creating SAS programming language and advising on SAS programming issues;
  • Presenting complex technical information and recommendations to senior officials for action; and
  • Providing customer service by responding to inquiries from internal and external customers.
