Description JOB DESCRIPTION Designs, develops, documents, tests and debugs application software. Conducts analysis and collaborates with subject matter experts in the planning, design, development, and utilization of electronic data processing systems for information storage, processing, presentation, manipulation, display, or reporting. End product may be special use, customized, or commercial software. Determines computer user needs analyzes system capabilities to resolve problems on program intent, output requirements, input data acquisition, programming techniques and controls prepares operating instructions designs and develops autonomous services, desktop applications, web applications, scripts, and utility programs. Ensures software standards are met. (It should be understood that this is not intended to be a detailed nor comprehensive description of any individual employee's job content. Managers set the specific duties and responsibilities for each employee). SCOPE NA LEADERSHIP AND MANAGEMENT NA KNOWLEDGESKILLS AND ABILITY Applies extensive technical expertise and has full knowledge of other related disciplines. Receives assignments in the form of objectives and establishes goals to meet objectives. Provides guidance to subordinates to achieve goals in accordance with established policies. Work is reviewed and measured based on meeting objectives and schedules. Establishes and recommends changes to policies which affect subordinate organization(s). PROBLEM COMPLEXITY Develops technical solutions to complex problems which require the regular use of ingenuity and creativity. FREEDOM TO ACT Work is performed without appreciable direction. Exercises considerable latitude in determining technical objectives of assignment. Completed work is reviewed from a relatively long-term perspective for desired results. Exercises judgment in selecting methods, techniques and evaluation criteria for obtaining results. IMPACT Guides the succesful completion of major programs. Erroneous decisions or recommendations would typically result in failure to achieve major organizational objectives. LIASON Represents organization as prime technical contact on contracts and projects. Interacts with senior external personnel on significant technical matters often requiring coordination between organizations. Qualifications TYPICAL EDUCATION AND EXPERIENCE Bachelors and nine (9) years or more experience Masters and seven (7) years or more experience PhD or JD and four (4) years or more experience. Required Skill s - BS in Computer Science or a related discipline with 3-7 years experience - Demonstrated web application development experience - Experience working with web technologies, such as HTML, CSS, JavaScript, PHP, JavaJSP, JSON, SQL, XML, etc. - Ability to gather actionable requirements from a non-technical community - IA-relevant certification (CompTIA A, CompTIA Network, CompTIA Security, etc) Desired Skills - Experience applying Object-Oriented design to complex technical challenges - Experience writing database-driven applications for the web - Familiarity with database design constructs and SQL preferably with PostgreSQL - Knowledge of UNIX- andor LINUX-based platforms, shell scripting experience - Experience with Amazon Web Services - Excellent communication skills Required Personal Skills - Requires an individual who is a self-starter and can work with minimum direction to achieve the program manager's goals o Must possess an ability to independently prioritize, plan and execute work - An aggressive and problem-solving personality that is complemented by exceptional interpersonal and communication skills - Must be able to work multiple tasks simultaneously
