The ACHP is an independent federal agency that promotes the preservation, enhancement, and productive use of our nation's the nation's diverse historic resources, and advises the President and Congress on national historic preservation policy. ACHP advises the Executive and Legislative Branches and develops and advances historic preservation policies, coordinates federal activities affecting preservation, promotes education and public engagement in historic preservation.

Responsibilities

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed below. The ideal candidate will have experience supervising employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant.

Specific Duties

The Executive Director is appointed by the Chairman with the concurrence of the ACHP membership. The incumbent is responsible for: (1) overseeing the day to day operations of the agency and (2) supervising professional and administrative staff to support the Council through the Chairman and the membership and to carry out ACHP programs and projects.

The incumbent carries out the following specific responsibilities :
  • Manage the ACHP staff by providing overall guidance for mission accomplishment, distributing workload and assignments, assuring adherence to policy and procedures and progressing toward established goals.
  • Enable the Chairman on a day-to-day basis to achieve priority goals and objectives through professional staff and throughout the Executive Branch.
  • Act as liaison and communicate effectively with senior government officials in all areas of the Executive Branch to coordinate policies and plans while acknowledging agency missions, timelines, and budgets.
  • Monitor the federal legislative and regulatory process at the Office of Management and Budget and in the Congress, including developing positions on legislation and testifying before Congress. Manage Chairman's Senate confirmation process through authorizing Senate Committee.
  • Oversee the development and presentation of the ACHP's annual budget estimate and justification at the Office of Management and Budget and in the Congress.
  • Oversee staff actions carrying out the ACHP's responsibilities under Section 106 of the National Historic Preservation Act and engage in the management and resolution of complex and controversial project reviews and program alternative development.

  • Applicants who meet all the mandatory executive and technical qualifications will be evaluated by a panel of SES members to determine the degree to which they possess each of the listed qualifications. This evaluation will determine which applicants are best qualified. Total background, including experience, education, awards, self-development, and training will be reviewed.     Mandatory Technical Qualifications (MTQs)- *Required Documentation*

    The MTQs are designed to assess an applicants experience relevant to the position he or she is applying for.

    Each of your MTQ narrative responses must: 1.) Must not exceed two pages per narrative statement; 2.) include specific examples of your experience, education, and/or accomplishments; and 3.) address specific challenges, contexts, actions, and results.

    1. Knowledge of and experience in the national historic preservation program at leadership or senior management level, with demonstrated understanding of the National Historic Preservation Act and related federal authorities.

    2. Executive-level experience in managing personnel and resources in support of a commission, board of directors, or similar policy-making body and carrying out the policies and programs as directed by such body.

    3. Experience and understanding in engaging with the Congress and the Executive Branch, or their counterparts at the State and tribal level and an understanding of the federal legislative/regulatory and budget and justification process.
