Summary

The Associate Administrator for Budget and Policy/CFO serves as the principal fiscal officer of FTA and provides executive leadership over all policy development and budgetary and financial matters in the Agency. As such, the CFO is vital to Agency operations providing financial oversight in the planning, administering, and coordination of FTA programs and program planning related to the budget process.

Responsibilities

The CFO provides financial advisory services to all levels of FTA including the Administrator, Deputy Administrator and Executive Director to ensure efficient and effective program delivery. The CFO advises on all FTA financial management and budgetary matters including the availability of appropriations and allocation of grants and other program funds, audit issues, financial management initiatives, and any matter that could affect the financial resources of FTA. The CFO provides agency guidance on strategic planning, performance measurement, and data analysis by managing FTA's National Transit Database.

The Associate Administrator for Budget and Policy/CFO serves as the official coordinating FTA's overall policy review and development process.

The CFO advises on all FTA financial management and budgetary matters including the availability of appropriations and allocation of grants and other program funds, audit issues, financial management initiatives, and any matter that could affect the financial resources of FTA.

Further, the CFO:
• Serves as FTA's principal representative for administrative matters and working relationships with the Office of the Secretary of Transportation (OST), the Office of Management and Budget (OMB), the Government Accountability Office (GAO).
• Serves as FTA's principal official for establishing and monitoring a system of internal controls, consistent with Departmental policy and OMB circular A-123.
• Serves as FTA's principal point of contact for all financial audit issues and findings. Works with the Inspector General, the Government Accountability Office (GAO), and contracted auditors to address and resolve material weaknesses and reportable conditions.
• Provides executive leadership, direction and management in the development and administration of a system of accounting for the resources and programs of FTA and provides policy analysis and direction on FTA programs and authorizations.

CONDITIONS OF EMPLOYMENT:
  • PROBATIONARY PERIOD: Complete a one-year SES probationary period (unless already completed).

Qualifications

As a basic requirement for entry into the Senior Executive Service (SES), you must clearly articulate and describe within your five (5) page resume evidence of progressively responsible supervisory, managerial, or professional experience which involved management of a program or organization of significant scope and complexity. Your resume must provide information regarding your professional experience and accomplishments that demonstrate your ability to perform the duties of this position and meet the mandatory Technical Qualification(s) and Managerial Executive Core Qualifications listed below.

TECHNICAL QUALIFICATIONS (TQs): Below are the descriptions of the mandatory technical qualifications for this position. Your five (5) page resume must provide information regarding your professional experience and accomplishments that demonstrate you meet these technical qualifications.

1. Demonstrated knowledge of, and experience with the CFO Act, the Government Performance and Results Act, OMB Circular A-11 and the Federal Budget Process including end-to-end Federal Budgeting process, compliance with FFMIA, FMFIA, OMB Circular A-123, and all federal financial practices and principles.

2. Demonstrated knowledge of, and experience with multiple fund types including various appropriations, trust funds, working capital/revolving funds, credit/loan accounts, and in addressing and resolving complex budget formulation and budget execution issues and/or complex financial audit issues and findings.

3. Extensive experience leading a diverse staff responsible for a range of financial management functions to include budgeting, accounting, audits, and/or developing creative and innovative solutions to complex financial problems. Demonstrated ability to coordinate with appropriate officials within and outside a large organization to oversee policy development and compliance.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

An SES reviewing panel will evaluate your application based on the quality and extent of your total accomplishments, experience, and education. Applicants determined to be highly qualified may undergo an interview and a reference check and and may also be asked to submit a written 10-page narrative statement addressing each of the ECQ areas. If you are contacted for a second-round interview, you may be asked to submit a written narrative statement addressing each of the ECQ areas (Leading Change, Leading People, Results Driven, Business Acumen, Building Coalitions). If selected, your written narrative statement addressing the ECQs must be certified by an OPM Qualifications Review Board (QRB), unless you are a current SES executive or have successfully participated in an OPM approved SES Candidate Development Program. You must receive certification before you can be appointed to the position.
