Summary

The Health, Retirement, and Long-Term Analysis Division seeks an applied economist to analyze health care policiesespecially through contributions to CBOs health insurance simulation model. The economist will apply his or her knowledge of health insurance markets and institutional mechanisms to increase CBOs capacity to model various Congressional proposals, such as for a public option for nongroup insurance, arbitration for surprise billing, or a premium support system.

Responsibilities

The Health, Retirement, and Long-Term Analysis Division seeks an applied economist to analyze health care policiesespecially through contributions to CBOs health insurance simulation model. The economist will apply his or her knowledge of health insurance markets and institutional mechanisms to increase CBOs capacity to model various Congressional proposals, such as for a public option for nongroup insurance, arbitration for surprise billing, or a premium support system. The economist will have the opportunity to research a variety of topics that relate to health insurance markets and the take-up of health insurance by households, including the following: The reasons that firms offer employer-sponsored health insurance, as well as how they choose plans of various kinds and levels of generosity; The factors that determine the attractiveness of health insurance options (such as employer-sponsored, nongroup, and public) within a households set of choices; The impact of a subsidized nongroup health insurance market on an employers decision about whether to offer insurance and what kind; The effect of risk mitigation programs on participation and premiums in the nongroup market, especially with respect to the health of the risk pool; The ways insurers would bid in a premium support system; How arbitrators would affect surprise billing; and The identification and estimation of structural model parameters, using both survey and administrative data for sources of variation, to improve CBOs models. Topics of analyses will shift over time, providing new opportunities to develop and contribute. The economist will produce research reports about issues affecting the federal government and interact with a large network of academic and industry specialists. He or she will also collaborate with analysts in CBOs Budget Analysis Division to develop cost estimates of legislation and baseline estimates for the cost of government programs. CBOs analysis plays an important role in Congressional deliberations on policy alternatives, and the economist will work closely with other CBO staff to prepare studies, reports, and testimony for the Congress. Furthermore, analysts are encouraged to describe both the agencys projects and their own independent research in CBO working papers and submissions to outside journals.

Qualifications

You must have one year of specialized experience at a level close to the work of this job that has given you the particular knowledge, skills, and abilities required to successfully perform. The ideal candidate is interested in public policy; experienced in applied industrial organization, market design, or a related field of economics; creative in applying and adapting insights from those fields to public policy applications; and able to explain complex concepts clearly and intuitively to a broad audience. It is strongly preferred that candidates have a Ph.D. in economics or a closely related field; however, CBO may consider candidates with a masters degree who have more than five years of market-design experience.
Furthermore, candidates should have:
Experience with empirical research and statistical analysis software,
Strong interpersonal and teamwork skills,
Initiative and the ability to work independently,
Strong written and oral communication skills, and
A track record of meeting deadlines.
