The position serves as a Staff Assistant in the Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), Office of Talent Management (OTM). The incumbent reports to the Executive Director of OTM. As such, the incumbent serves as an expert advisor to the Executive Director providing technical and administrative guidance and assistance in matters of office operations management, talent management and administrative practices and procedures.

Specific duties include:
  • Provides direct support to the Executive and Deputy Directors on a variety of programmatic and administrative functions and requirements.
  • Serves as a Customer Service Advocate/Representative for OTM. Liaises with customers and OTM staff to resolve customer issues and complaints to ensure world class service.
  • Serves a Project/Program Manager for OTM. Establishes tools and standards for managing programs and projects. Plans, tracks, and reports on outputs and outcomes. Performs information and logistics management.
  • Serves as a Contracting Officer's Representative (COR)and performs related responsibilities.
  • Develops correspondence on behalf of the Executive and Deputy Directors that communicate intent of key issues; develops and update briefings and position papers that articulate OTM's vision and direction and provides analysis of and recommendations on a variety of topics. Drafts detailed responses, outlines, talking points, briefings and other documents on behalf of the Executive and Deputy Director.
  • Conducts analytical studies and other special projects relating to all facets of OTM operations. Determines whether current management systems efficiently accomplish stated objectives and whether they provide controls necessary for sound management. Provides recommendations for improvement.
  • Maintains OTM's suspense roster and coordinates the assignment of actions based on the functions of each teams; initiates actions to meet internal and external suspense actions; tracks progress of such actions; and ensures full coordination of replies and organization positions. Ensures program management plans, reports and reviews are developed, coordinated, and distributed in a timely manner and to a quality standard.
  • Coordinates the development and maintenance of various technical and administrative directives and SOPS based on knowledge of established content, and priorities OTM

TIME-IN-GRADE REQUIREMENT : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
  • For a GS-14 position you must have served 52 weeks at the GS-13 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-14 Grade Level:
  • Specialized Experience:
    1)Senior-level advisory experience providing recommendations to leadership on workforce management issues, technical management, administration, human resources, and acquisition/budget. (2) Expert experience planning and executing studies, reports, memoranda, and white papers in support of mission requirements. (3) Advanced experience conducting management studies and various techniques for organizational assessment and change. (4) Comprehensive experience applying Federal HR principles, concepts, and practices, and providing management consultative services involving HR functions and interpreting organization and government-wide principles regulations, policies, procedures, precedents, and directives. (5) Experience in program/project management and COR processes. (6) General experience with office management related processes and policies.

Volunteer Experience : Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements : Work is primarily sedentary but involves use of a personal computer so a degree of manual dexterity and visual acuity sufficient to utilize these tools is required. Some physical effort is required in that incumbent lifts and carries reference books, working papers and similar items to and from meetings. A normal amount of standing and walking is required in getting to and from meeting places away from the worksite. No special physical demands are required. Travel may be required.
