Responsibilities

  • You will set priorities for completion of assigned tasks by planning work schedules of employees.
  • You will interpret budget policies and fiscal constraints to create a resource allocation plan for an organization.
  • You will conduct a statistical analysis of budget execution costs to make recommendations to managers.
  • You will analyze civilian personnel and resource management issues to identify problem areas.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.
  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Facilities Engineering Level II. Certification is required within 24 months of appointment.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) Managing financial resources for a major program, including the ability to stratify resources against approved programs; 2) Managing the annual/multi-year and long- range fiscal/program planning for the CI Resource Allocation Plan (RAP); 3) Applying DoD Financial Improvement and Audit Readiness (FIAR) requirements in order to ensure compliancy and proper execution of Capital Improvements Business Line (CIBL's) multi-million dollar annual budget; 4) Create and update policy documents and processes for the financial administration and execution of CIBL deliverables; and 5) Applying the range of administrative laws, policies, financial regulations/procedures, and precedents applicable to the administration of one or more of NAVFAC's design and construction projects/programs.
