Summary

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25 . This position is located at the ST-APF-W4VYAA INSCOM - MISSION SUPPORT CMD, G-6 MISSION SUPPORT COMMAND/ACofS, G4, INTEL MATERIEL ACTIVITY, DISTRIBUTION DIVISION, FORT BELVOIR, VA.

Responsibilities

  • Analyzes mission requirements using the MDMP to produce Concept Plans, Warning Orders, Operations Orders, Fragmentary Orders, acquisition and sustainment strategies, maintenance plans, decision briefings, and implementation directives.
  • Provides planning, coordination, synchronization and support for a wide variety of multi-disciplined aviation logistics support activities and operations.
  • Serves as Government Flight Representative (GFR).
  • Serves as Contracting Officer Representative (COR) for aviation maintenance contracts.
  • Performs failure analysis and reviews of parts stocks.
  • Conducts command inspections and assistance visits at field sites to ensure aviation maintenance management and aviation resource management procedures are in compliance with DA, DOD and Federal Aviation Administration policy and regulations.
  • Assess and recommend improvements to tactics, techniques and procedures (TTP), plans, and policies for sustainment of aviation systems and operations.
  • Articulates aviation ILS requirements to system developers.
  • Develops, updates, and reviews aviation readiness reports, information papers, white papers, running estimates, executive summaries (EXSUMs), and briefings presented to General Officers and Senior Executive Service Army Civilians.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • TDY will be required 25% or less of the time.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI).

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify based on your experience, your resume must describe at least one year of experience equivalent to the GG/GS-12 which prepared you to do this job. Specialize experience is defined as experience in planning, coordinating, or implementation of a wide variety of multi-disciplined engineering and logistics support functions. This definition of Specialize experience is typically performed and the next lower grade in the Federal Service.

Unless specifically waived by the appropriate Army official, (i.e., the Director of Acquisition Career Management, the Army Acquisition Executive, or the Secretary of the Army) or if the employee is Grandfathered under 10 U.S.C. 1736(c)(1), the following are statutorily mandated requirements (Reference: 10 U.S.C. 1732 and 1737): - Selectee must be an Acquisition Corps (AC) member at the time of permanent selection for the position or have been granted a waiver. - Selectee must execute, as a condition of appointment, a written agreement to remain in Federal Service in the position for at least three years. In signing such agreement, the employee does not forfeit any employment rights, nor does such an agreement alter any other terms or conditions of employment.
  • This critical acquisition position requires level SENIOR LEVEL III certification in the acquisition career field of LIFE CYCLE LOGISTICS.
