Responsibilities

As the Chief Innovation Officer, you will:
  • Be the Executive responsible for defining and fostering a culture of innovation across the Office of the Chief Information Officer (OCIO) that attracts successful innovators and entrepreneurs.
  • Be expected to be well versed in all facets of strategy, solution design, product development, and business growth through innovation, and a seasoned industry leader.
  • Identify, develop, and execute a high-impact, department-wide innovation strategy.
  • Manage a balanced portfolio of sustaining and distributing initiatives focused on product, service, process, and business model innovation and support the Department's direction, goals, and priorities.
  • Ensure OCIO's innovation strategy is understood and endorsed by key stakeholders including executive leadership and customers.
  • Promote the Department's innovation agenda; influence and obtain support from business leaders and senior management for successful execution of the agenda.
  • Educate and provide necessary support for new innovators in the Department and lead by example; nurture and promote ideas from across the organization.
  • Establish the Department as a recognized innovation and industry leader among customers and industry groups.
  • Provide unique value to the country's transportation industry, help to build long-term relationships with customers, and be seen as an innovative, visionary leader in the transportation industry.
  • Act as the innovation champion for the entire organization and promote Department-wide participation in creation of and protection for standard practices.
  • Serve on Department-wide committees and working groups that champion innovative technology (e.g. - autonomous vehicles, artificial intelligence, machine learning, etc.).
  • Encourage and recognize the utilization of emerging technology to improve services and reduce costs and ensure timely, successful commercialization of innovation initiatives.
  • Track and report on innovation metrics on a regular basis.
  • Analyze IT resources to better match capabilities with technology demands and overall Departmental interests.
  • Oversee the selection of information technology research projects to ensure they have the potential to add value.

TECHNICAL QUALIFICATIONS (TQs): Below are the descriptions of the mandatory technical qualifications for this position. Your five (5) page resume must provide information regarding your professional experience and accomplishments that demonstrate you meet these technical qualifications.

1. Three years of specialized experience in or closely related to the field of emerging and innovative technologies and how they could benefit the Department of Transportation. At least one year of this experience must have been in planning, coordinating, or executing complex programs of national significance or planning, coordinating or executing specialized programs that show outstanding attainments impacting the federal government.
2. Demonstrated experience communicating benefits of technology-based innovation to diverse audiences.
3. Demonstrated success in defining a culture of innovation, sustaining an innovation oriented culture continually focused on improvement, and maintaining an entrepreneurial spirit.
4. Demonstrated success in implementing innovative solutions in a decentralized federal agency or large organization.
5. In-depth knowledge of pertinent federal laws, regulations, policies, and guidance affecting transportation safety and innovation and technical knowledge and experience sufficient to understand applicable laws, regulations, policies, and guidance fully.

Desirable Qualification - Specialized experience in emerging and innovative transportation safety technologies is desired
